Minimum Biweekly Rate of Pay $1,745.46. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher.)

DESCRIPTION

This position is an Operations Coordinator Position in the Northwest Region of Florida responsible for conducting site visits to residential programs to monitor programs.

DUTIES & RESPONSIBILITIES

Monitors state-operated and Contracted Provider facilities/services.

Conducts site visits to ensure integrity and compliance with Florida Statutes, Administrative Rule, Departmental policies and procedures and terms and conditions of the contract. Observes, evaluates, and assesses program effectiveness.

Recommends corrective actions following monitoring activities that identify program deficiencies. Receives and reviews corrective action plans to determine plan appropriateness. Performs follow-up monitoring to ensure implementation and completion of corrective action plans.

Reviews all program/facility reports for trend analysis and provides coaching assistance.

Provides ongoing technical assistance and guidance to Providers to include but not limited to consultation on policies and procedures/ Administrative Rule that effect program functions. Liaison between programs and various branches of the Department (i.e. Facility Services, Contract Administration, Office of Inspector General/Central Communications Center, etc.).

Prepares written reports following monitoring activities.

Maintains telephone contacts with the program on a regular basis to promote effective information sharing, good communication and provides technical assistance.

Performs pre and post operational reviews for new programs.

Participates in special team monitoring as indicated by the needs of the program.

Develops monitoring plan of contracts and/or facilities.

Advises appropriate administrative and programmatic staff of problems or potential problems.

Responds to inquiries and Department-tracked information requests/complaints (Whistle Blowers, Human Rights Advocacy Commission, Executive Office of the Governor, management reviews, citizen/parent/youth complaints, etc.) on behalf of Headquarters and/or the regional office.

Obtains information for the Incident Complaint Disposition information for Office of the Inspector General (OIG).

Conducts inquiries into incidents and/or issues in programs as assigned. Provides technical assistance and on-site response. Prepares all related reports and recommendations for corrective action and performs ongoing monitoring of corrective actions.

Completes written reports in a final draft that is clear, concise, complete and accurate.

Notifies supervisor of any potential problems.

Coordinates and/or participates in meetings, committees, training events, workgroups, peer reviews, and task forces as requested.

Participates in various task forces, workgroups, and committees.

Communicates with and coordinates efforts with various state and local agencies.

Coordinates and provides training.

Reviews policies and procedures from Headquarters to ensure accuracy of rules and prcedural guidelines are disseminated properly throughout the region.

All applicable policies and procedures shall be reviewed with deadlines as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of methods of data collection and analysis; basic management principles and practices.

Ability to utilize critical thinking skills, collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; work independently; understand and apply rules, regulations, policies and procedures relating to operational and management analysis activities;

Plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others.

Proficient in Microsoft Office.

PREFERRED QUALIFICATIONS

A bachelor's degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

A master’s degree from a college or university can substitute for one year of the required experience.

3-5 years’ experience working with delinquent youth in a Residential setting.

Experience conducting investigations, program reviews, and program monitoring and making recommendations based on findings.

Experience working with the DJJ incident reporting system (Central Communications Center) and Juvenile Justice Information System (JJIS)

Computer Software experience such as Microsoft Office.

A valid driver's license is required.

Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
