What is Florida PALM?
The Florida PALM Project (the Project) is replacing the State of Florida’s accounting and cash management systems with a financial management solution (FMS) that will allow the State to organize, define and standardize its financial management processes. This is a multiple year Project. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including the 34 State agencies.

Requirement:
Eight (8) years of experience in project management, business analysis, communication or administrative experience is required. A bachelor’s degree or higher from an accredited college or university and four (4) years of professional experience (i.e., project management, business analysis, communication or administrative) may substitute for the required professional experience.
Additional requirements:
- Experience with leading or participating in the change management aspect of a project or initiative.
- Experience leading meetings with a variety of stakeholders.
- Experience developing and presenting materials at workshops, conferences, or other events.
Preferences:
- Experience working in an area that requires knowledge and understanding of how the State of Florida manages accounting and cash management needs.
- Experience working with State of Florida accounting systems, such as Florida Accounting and Information Resource (FLAIR) and/or other Florida Financial Management Information System (FFMIS) sub-systems, or Florida PALM
- Experience working on an enterprise-wide project.
- Experience applying project management principles.

Salary Range: $65,000.00 - $80,000.00
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
OBJECTIVE:
As a member of the Readiness Team this position will assist with supporting State agencies and enterprise partners in readiness activities for the implementation of the State’s financial management solution. This position provides assistance and guidance to agencies in preparing for change and implementing a new financial management system.
Brief Description of Duties and Responsibilities:
- Communicating and developing relationships with agency Change Champion Networks (CCN).
- Identifying agency specific challenges and misconceptions and working with the agency and project team members to disposition each challenge and misconception.
- Developing, communicating, monitoring, and tracking tasks in the Readiness Workplan based on needs analysis.
- Conducting regular readiness meetings with agency contacts.
- Facilitating meetings, trainings, workgroups, and workshops as necessary, including regular CCN touchpoints and Town Hall meetings.
- Assisting agencies and enterprise partners in understanding people, process, and technology change impacts.
- Developing and implementing ways to communicate changes and help agencies understand change impacts.
- Developing materials and approaches based on analysis of previous implementation.
- Working collaboratively with project team members, DFS business owners, state agency business owners and other stakeholders to ensure end users are aware of changes in preparation of the solution implementation.
- Analyzing and reviewing processes and procedures and identifying ways to communicate new processes.
- Assisting in the development and execution of materials for assigned system modules to ensure understanding of agency testers.
