The Work You Will Do:

This is professional entry level environmental work conducting basic application/project reviews, site inspections, data entry and analysis, drafting reports/permits and other correspondence.

The employee in this position reviews and provides evaluation for compliance and basic permit applications primarily related to the Air Resource Management Division. This will include ensuring compliance with existing permits, assisting with preparing permits and fact sheets with oversite and conducting onsite inspections, as necessary, to determine compliance and to verify information submitted with applications for permits for new, existing, and modified facilities.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is available at our Pensacola office, located at 160 W. Government St. Pensacola, FL., 32502.

Pay:
Annual salary - $40,170.00

Your Specific Responsibilities:

• Plans and conducts inspections, site visits and other required field work, or conducts records reviews necessary for compliance evaluations. This includes, but is not limited to, reviewing permit files, reports, and other documents, as well as performing calculations and technical reviews. When necessary, makes enforcement recommendations to supervisor.
• Conducts follow-up activities to assist facilities in returning to compliance without enforcement.
• Responds to, investigates, and takes steps to resolve complaints.
• When necessary, recommends enforcement action.
• Participates in the drafting of enforcement documents and in enforcement meetings.
• Supports, participates, and assists in the execution of compliance assistance workshops for the regulated community.
• Conducts detailed reviews of permit applications and/or technical report documents for conformance to Florida Administrative Code, Federal CFRs, and other technical documents such as AP42 (EPA Source Emission Factors).
• Assists with the preparation of air construction and operation permits; exemptions; and any related documents in a manner that is technically correct, clear, concise, and consistent with prescribed rules and department guidance and procedures.
• Produces timely and accurate documentation of file reviews, inspections, enforcement actions, site visits or field work.
• Enters documentation, compliance data and resolution actions into the designated database.
• Reviews required reports, test reports and notices for regulated facilities.
• Ensures the reviews are accurate, completed timely and are entered into the designated database.
• Processes reports in accordance with established program rules, requirements, and policies.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Minimum Qualifications

• Valid Driver's License and ability to travel as needed.
• Bachelor’s degree from an accredited university or college; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
• Upon appointment must complete OSHA 24-hour HAZWOPER certification and OSHA 8-hour HAZWOPER refresher annually thereafter.
• Pursuant to sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
