POSITION DESCRIPTION: This position is responsible for coordinating and/or providing the financial and human resource administration for the Modal Development offices, which are comprised of the Aviation Office, Spaceport Office, Public Transit Office, Freight and Rail Office, and Seaport Office. This position is expected to act independently in evaluating the need for and preparing the appropriate documents and tracking mechanisms needed by management for program oversight of these processes.
Stays up to date with the latest changes in rules, procedures, and processes related to budget, procurement, and payments. Analyzes, reviews, and recommends improvements to related procedures and processes. Oversees and handles office purchases utilizing the state purchasing card and My Florida Marketplace. Researches and works with office managers and staff to resolve payment discrepancies. Assists with contract encumbrances, documents, and invoice payments. Ensures proper financial coding is used. Coordinates required approvals in a timely manner. Ensures and monitors timely and accurate payment and availability of budget. Serves as the travel preparer in the department’s travel system. Prepares reports and recommends improvements for fiscal accountability. Assists the modal development managers as needed with budget, procurement, and general process planning. Serves as the financial administrative backup for the other areas in Strategic Development including the Planning Offices, Strategic Development Financial and Administrative Services Team (SD-FAST), and the Assistant Secretary of Strategic Development (ASSD).
Stays up to date with the latest changes in rules, procedures, and processes related to human resources. Analyzes, reviews, and recommends improvements to related procedures and processes. Prepares personnel action requests for Modal Development including, but not limited to, advertisements, position descriptions, appointment packages, and requests for pay action. Ensures timely and accurate processing and submission of personnel actions. Tracks and monitors vacancy status and hiring actions. Generates and maintains current organizational charts for Modal Development. Maintains confidentiality on all human resource issues. Serves as the human resources administrative backup for the other areas in Strategic Development including the Planning Offices, SD-FAST, and the ASSD.
Manages the copier maintenance agreement contract for Modal Development. Manages and archives files in accordance with departmental procedures and General Retention Schedule (GS1-SL). Manages and posts informational documents, including the office map, phone directory, email distribution lists, and financial coding. Assists with SharePoint and website updates. Assists with coordinating meetings, training events, and workshops. Tracks and orders supplies. Receives and directs visitors for Modal Development. Manages incoming mail and packages. Manages the Modal Development /SD-FAST copier-supply room keeping it organized and orderly.
Serves as the property custodian to ensure proper records are documented when equipment is received. Processes the required property management report (PMR) forms when property is transferred and/or surplused in FLAIR within five business days. Generates necessary reports to show discrepancies for any property activity taking place on quarterly intervals. Serves as the property delegate and records management liaison.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the department's policies, procedures, guidelines, and practices relating to purchasing, encumbrances, invoice processing, and contract documents. Knowledge of Human Resources processes. Knowledge of My Florida Marketplace system. Knowledge of the basic principles of personnel administration. Skill in Microsoft (MS) applications include Word, Excel, and PowerPoint. Ability to conduct fact-finding research. Knowledge of the methods of data collection and analysis. Ability to utilize problem solving techniques. Knowledge purchasing card modules in the Florida Accounting Information Resource (FLAIR) system. Ability to perform research and analysis of data. Ability to develop alternative recommendations. Ability to apply problem solving techniques and document workflow and other activities relating to the improvement of management practices. Ability to plan, organize, prioritize and coordinate work assignments. Ability to work both independently and in a team. Ability to exercise proper judgment. Ability to communicate clearly, effectively, and professionally and convey ideas both verbally and in writing.
MINIMUM QUALIFICATIONS: A associates degree from an accredited college or university and two years of professional experience in financial or human resource administration and analysis. Professional experience as described above can substitute on a year-for-year basis for the required college education.
