This is a full-time position working 40 hours per week.

Regular business hours of operation are 8:00 AM to 5:00 PM EST, Monday - Friday.

The Work You Will Do:

The (OPS) Government Operations Consultant III, position is in the Division of Community Development, Bureau of Small Cities and Rural Communities. This is a highly responsible contract management position in the Rural Infrastructure Fund (RIF) program. Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with the RIF program and department policy and procedures and to ensure compliance with applicable statutory requirements.

The Rural Infrastructure Fund (RIF) facilitates planning, preparing, and financing of infrastructure projects in rural communities to encourage job creation, capital investment and the strengthening and diversification of rural economies. RIF funds are often used by rural communities as a match for other infrastructure funding programs, such as those offered by the Small Cities Community Development Block Grant, United States Department of Agriculture - Rural Development, and the United States Department of Commerce - Economic Development Administration. Pay: $27 - $30 / Hourly Based on Experience


Your Specific Responsibilities:

  • This is a highly responsible contract management position in the Rural Infrastructure Fund (RIF) program.
  • The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements for the RIF program.
  • This position is an advocate for RIF. Serves as a participant for team assignments, process improvements, and special projects; fosters teamwork; and participates in the identification of program and process improvements for the RIF program.
  • Plan, facilitate, and assist in the negotiation of agreement changes, amendments, coordinate the development of cost and price analysis, conduct agreement and file post-audits and closeout, complete the agreement checklists, facilitate findings of fact and resolve agreement disputes. Update tracking systems and maintain agreement logs in accordance with the RIF program and department policy and procedures and to ensure compliance with applicable statutory requirements.
  • Develop contracts and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance. Participate, as needed, in the development and revision of contracts and grant related policies and procedures.
  • Facilitate the administration of RIF contract and grant agreements. Perform preliminary document reviews, facilitate the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
  • Prepares a risk analysis and, if required, a monitoring plan for each assigned sub-grant. The employee monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities. A detailed report is completed following each monitoring visit.
  • Responsible for reviewing and processing all correspondence, payment requests, contract modifications, policies and procedures, procurement documents, and closeout requests to ensure compliance with federal and state requirements.
  • Reviews all sub-grant applications submitted by the local governments within the employee’s assigned area of responsibility and prepares contract award documents.
  • Maintains all files on the contracts from execution to final closeout.
  • Provides technical assistance to local governments and their consultants in the employee’s assigned area.
  • Participates in the development and implementation of training workshops and webinars for local governments and their consultants.

Required Knowledge, Skills, and Abilities:

  • Experience in developing, administering and monitoring State and or Federal grants and contracts.
  • Knowledge of and experience of State purchasing procedures.
  • Ability to coordinate and manage activities with other partners.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to work independently and exercise sound judgment while representing the Departments best interest.
  • Requires the highest level of contract and grant management knowledge skills and abilities.
  • Excellent verbal and written communication skills with outstanding customer service skills.
  • Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
  • Ability to conduct research and provide reports and analyses as required.
  • Ability to organize and prioritize work assignments and effectively handle multiple tasks to complete assignments on time.
  • Knowledge based on managing federal, state, and/or local grants or contracts.
  • Ability to interpret statutes, administrative rules, and federal regulations and explain these requirements.
  • Possess effective good public speaking ability.
  • Ability to compile data from a variety of sources and present it in a logical manner.
  • Ability to create spreadsheets in Microsoft Excel, prepare documents in Microsoft Word, and create PowerPoint presentations.
  • Ability to work independently and as a member of a team.

Preferred:

  • Experience interpreting federal/state laws, rules, and regulations.
  • Experience managing federal, state, and/or local grants or contracts.
  • Experience with Microsoft Excel, Word, and PowerPoint
