Your Specific Responsibilities:
This is a highly responsible administrative position which is responsible for oversight of the Division of Family Health Services Public Health Dental Program's initiatives, grants and projects. This position performs complex professional, supervisory and administrative work in planning, monitoring, collaborating and evaluating dental services provided in county health departments and in other selected statewide initiatives. The incumbent reports to the Executive Dental Director and is responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.
Supervises and participates in the development and preparation of program policies, program implementation, planning material and data for annual reports, multi-year comprehensive plans and special reports. Participates in the preparation of grant proposals and other material for procurement of funds for service expansion in the area of oral health, general public health programs and family health services. Participates in the development of initiatives to expand, improve, and coordinate activities outside of Family Health Services which impact on oral health services in Florida. Participates in Quality Improvement and Assurance activities.
Monitors, manages and evaluates the effectiveness of contract and grant activities under the auspices of the Public Health Dental Program to identify issues, trends or problems and provides technical assistance to grant recipients and county health departments in quality initiative activities. Serves a contract manager and as the supervisor for designated contract managers and monitors compliance with the mandatory requirements in Section 287.057(13), 215.422, F.S. and Chapter 3A-20, FAC. Performs other duties and responsibilities as assigned or required by program activities.
Assists in implementing strategies related to the State Oral Health Improvement Plan and the State Health Improvement Plan; works collaboratively with external and internal partners to include, but not limited to, academic institutions, professional organizations, community groups, county health departments, community health centers, and other stakeholders.
Provides supervision and coordination of technical support to county health departments on issues of access to oral health care, community partnerships, Medicaid managed care plans, billing, and strategic planning for oral health needs of low-income and uninsured populations served in the county health department clinic setting.
Participates in meetings, preparation and delivery of presentations and reports, preparation of oral health education materials, development and oversight of surveys, and researching of data and other information. Facilitates oral health activities statewide with collaborative partners on oral health topics including, but not limited to, surveillance, special needs and maternal & child health populations. Responds in a timely manner to oral and written requests for information from other DOH programs, and bureaus, state agencies, outside groups or persons. Assists in the review and updating of professional, operational and other technical materials by participating in bureau and central office workgroups.
Participates in the analysis of proposed legislation and rules for impact on health care and the development of proposals for legislative budget requests as well as statutory/rule amendments deemed necessary to improve service delivery.

Required Knowledge, Skills, and Abilities:
Knowledge, skills and abilities, including utilization of equipment, required for the position: : Knowledge of county health departments, public health, systems analysis and cost modeling; knowledge of data collection and analysis; Ability to work cooperatively with diverse groups and individuals; communicate effectively; organize data into logical format for presentation in reports, documents and other written materials; work independently; solve problems and make decisions; and conduct fact finding research. Demonstrated ability with Microsoft Office is required.
Qualifications:
Minimum – At least two years’ experience working in public health. Travel required.
Preferred – Professional work experience working in the Florida Department of Health; contract management experience; grant management experience; budget management of multiple funding sources; leadership experience. Florida Certified Contract Manager Certification preferred.
