JOB DESCRIPTION:

The Program Specialist IV is responsible for the programmatic and budgetary review of Charter Schools Program (CSP) grant applications to ensure these meet all federal and state statutory requirements.


Notice: This position is not approved for telework and must report to the location listed above.


DUTIES & RESPONSIBILITIES:

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)


The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:


  • Assist with the review process for new grant applications to ensure all applications meet federal and state statutory requirements for new charter schools
  • Serve as primary liaison between Charter Schools Program grant director and the grant specialists
  • Communicate with and provide technical assistance to Charter School Program staff on matters involving budgets and expenditures.
  • Consult with grant specialists to determine areas in need of improvement with regard to the creation and submission of sub-recipient budgets.
  • Develop a tracking system for CSP administrative expenditures and prepare monthly reports for the Director.
  • Track and keep records of activities and timelines of charter school federal grant sub grantees and communicate regularly with each sub-recipient.
  • Provide technical assistance, both verbally and written, regarding the grant requirements and allowable expenditures; respond to questions from sub-recipients and charter school district contacts.
  • Determine if sub-recipients are meeting the fiscal accountability requirements of the federal grant program by completing site visits and/or desk audits.
  • Assist with the determination, calculation, notification and release of approved sub-recipient budget allocations to charter school sub grantees.
  • Assist with drafting and verifying the accuracy of annual performance reviews or end of project reports for all federal reports.
  • Assist with federal grant and sub-recipient requirements to ensure they are met in a professional and timely manner.
  • Review sub-recipient documents to ensure compliance with grant requirements.
  • Assist with projects as assigned by the Grant Director.
  • Complete other duties as assigned by supervisor.

The incumbent must interact courteously with others. The performance and behavior of all employees must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.


MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:

  • Two years of budget or grant experience, or directly related experience.
  • Ability to communicate effectively including verbal and written communication.
  • Proficiency in Microsoft Office Suite.
  • Ability to travel two to three times per year.

PREFERRED QUALIFICATIONS:

Preferences will be given to:

  • Preferences will be given to applicants who have excellent communication skills and experience working with grants.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

  • A bachelor’s degree from an accredited college or university may substitute for four years of budget or grant experience.

Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.

BACKGROUND SCREENING REQUIREMENT
