Position Summary & Responsibilities:

Position Summary: The incumbent manages the financial systems of the Highway Patrol, ensuring the proper receipt of revenues, and ensuring the appropriate expenditure of taxpayer dollars. The incumbent does this through extensive knowledge of Kansas law and regulations, extensive familiarity with state and federal auditing standards, and through the maintenance of a close working relationship with staff at the Division of Accounts and Reports, agency management, and the supervision of professional and administrative staff. The incumbent is responsible for the establishment of policies and procedures to ensure the accurate and timely payment of invoices and receipt of accounts receivable. Further, this position works with top KHP management positions to develop standards, procedures, and operational directives to ensure the lawful conduct of agency finances.
The incumbent, in cooperation's with the Accountant III, will develop policies and procedures for pre-audit capability. The incumbent will supervise the pre-audit responsibilities to ensure the expectations of the central audit authority are met by the KHP on a continuous basis.
The incumbent will coordinate the conduct of internal and external audits of KHP programs and processes as necessary. This will require knowledge of state and federal audit objectives and the development of specifications and objectives to ensure programs and processes meet those objectives while also complying with state laws and regulations.
The incumbent will ensure the appropriate and timely payment for goods and services, and the receipt of monies for services that the KHP provides others. To accomplish this task, the incumbent will provide sufficient supervisory oversight to ensure that staff performs at a high quality level. This is accomplished through a continuous review of work flows, work product, and timeliness of the work submission. This position will also coordinate the interaction between both KHP customers and external customers to review workflows and assigned responsibilities.
The incumbent must strive to provide a positive work environment, provide leadership, and conduct annual and mid-year reviews based on the published schedule. Monthly catch-up meetings are also encouraged to allow employees one-on-one time with the director. A major focus of this position is the adoption by staff of increasingly more sophisticated automated tools for conducting daily activities. Continuous improvement in workflow processes is also essential to streamline processes and ensure tasks within this unit are completed in the most effective and efficient means possible

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Driver’s License.

Necessary Special Requirements: Knowledge of State of Kansas laws and regulations governing accounting functions; State and Federal auditing standards; State of Kansas system of record and usability; above average knowledge of Microsoft Products (Excel/Word/PowerPoint).
Ability to establish and maintain effective working relationships, communicate effectively, verbally and in writing, successfully and clearly communicate information and provide guidance at all levels within an organization.

Minimum Requirements: Five years of experience in professional accounting/auditing work.

Preferred Qualifications: Bachelor’s degree in accounting, Business Administration, or related field.
