Position Summary & Responsibilities
Position Summary:
The Assistant Administrative Program Director works alongside the Administrative Program Director providing oversight and primary accountability for administrative areas such as legal, physical plant, budget, equipment, training, staff development and general responsibility for oversight of performance improvement processes within the program. This position ensures compliance KDHE standards and assists in overseeing quality improvement, performance-based budget goals, and policy compliance within the program. This position assists with performance improvement projects and collaborates with staff at all levels. This position oversees the property officers on SPTP ensuring rights are preserved and policy compliance. The Assistant Program Director assists with special projects and assists with policy development and compliance. Additional duties may be assigned by supervisor and/or Superintendent. The Assistant Administrative Program Director acts as the liaison with support services departments. This position also oversees food service compliance on SPTP in collaboration with the COO. Ensures compliance with life safety codes within the SPTP units and areas.
Job Responsibilities may include but are not limited to the following:
ADMINISTRATION:
- Serves as the second person in command under the Administrative Program Director (APD) and serves as designee to the Administrative Program Director, as needed.
- Assists the APD with duties as assigned.
- Develops and provides orientation and training to SPTP employees.
- Mentors all SPTP staff by providing guidance on program policies and practices and frequently interacting with residents and staff.
- Provides New Employee Orientation as assigned.
- Monitors training completion for SPTP staff as assigned.
- Assists with oversight of SPTP keys as needed, working with the LSH Key and Tool Control Administrator.
- Provides support and guidance to the Program Leader and Treatment Teams when determining proper placement of SPTP residents considering treatment needs, physical plant limitations, and the security of the buildings.
- Attends SPTP All-Staff meetings and coordinates with SPTP Leadership as needed.
- Works with Support Services Departments regarding physical plant issues.
- Participates in the Progress Review Board as assigned.
- Monitors residents on security risk status to ensure proper monitoring,
- Oversees SPTP Property Staff and Property matters to ensure compliance with Kansas statutes, including patient rights, rights restrictions, mail policies, processes, and processes, searches performed by property staff, proper storage and management of resident property.
- Manages quality management practices to bring about positive organizational change.
POLICY AND PROGRAM:
- Reviews and updates SPTP policies and maintains triannual review working under the supervision of the APD.
- Develops/revises policies to ensure compliance with the Kansas Sexually Violent Predator Act.
- Updates Program handbooks.
- Collaborates with Chief of Safety and Security on security issues.
- Follows up on administrative, legal, and other issues as assigned.
- Ensures compliance with KDHE standards.
- Provides oversight and guidance for timely completion of grievances if when grievances are assigned.
- Coordinates with KDADS Leadership and the Superintendent as needed.
PHYSICAL PLANT MAINTENANCE:
- Reviews and approves transfer of state property on SPTP buildings as detailed in LSH Policy.
- Ensures repairs are reported timely, follows up on issues to ensure resolution.
- Surveys SPTP areas for compliance with policies, life safety codes, and State Fire Marshal regulations. Identifies areas of concern and assists in the development of plans to address those concerns.
- Manages office space, coordinating office moves as needed.
- Collaborates with the Chief Operations Officer and/or support services department heads to address physical plant issues.
- Attends SSEC as the program representative if assigned as designee for the Administrative Program Director.
- Oversees special projects related to physical plant.
- Monitors physical plant, touring the buildings, yards, and related areas frequently to maintain the environment in good repair and report issues quickly.
- Serves as project lead for SPTP on capital improvement projects.
- Manages/oversees proper storage of resident property within KDHE, Life Safety, and Kansas State Fire Marshal requirements/standards.
OTHER
- Collaborates and coordinates with hospital administration and a variety of departments and disciplines to provide the most effective and efficient services.
- Participates in performance improvement projects, budget planning, and other necessary duties.
- Provides tours to new employees and non-LSH staff as assigned by the Administrative Program Director.
- Other duties as assigned by the Administrative Program Director, Assistant Superintendent(s), or Superintendent.
Qualifications
Minimum Qualifications:
- Bachelor’s Degree.
- Three years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
- Good oral and written communications skills.
Preferred Qualifications:
- Knowledge of state and federal laws, rules and regulations regarding the SPTP program, KDHE standards, and life safety codes.
- Experience working with Sexual Offenders.
Post-Offer, Pre-employment Requirements:
- Ability to pass a KBI background and pre-employment drug test.
