Position Summary & Responsibilities
Position Summary:
The incumbent is responsible for the development and management of a comprehensive financial audit program consisting of routine and special audits of grants awarded by the Kansas Department of Corrections (KDOC). Annual grant awards in excess of $79.0 million are made to local governments for the operation of adult and juvenile community corrections agencies, juvenile intake and assessment centers, and juvenile delinquency prevention programs and to various not-for-profit entities and local governments for the provision of evidenced-based programs aimed at preventing at-risk youth from entering the criminal justice system. The incumbent will develop and update audit procedure manuals, develop and manage audit processes, supervise and review the work of subordinate auditors, make audit recommendations, communicate audit findings with the Executive Director and Core Management team, and other duties as assigned by the executive director.
Job Responsibilities may include but are not limited to the following:
Develop and maintain a comprehensive audit process and procedure manual consistent with Generally Accepted Accounting Principles, Kansas statutes, regulations, and KDOC policy, and provide updates as needed. Provide training to audit staff in the use of the audit manual and the conduct of financial compliance audits.
Develop a long-range audit plan aimed at conducting a routine financial compliance review of each grant recipient at least once every three years. Develop audit scope and objectives for routine audits; modify audit scope as necessary. Direct the work of subordinate auditors. Review the work of subordinate auditors to ensure clarity and accuracy. Develop audit recommendations, ensure follow-up with grant recipients and monitor progress towards implementation of audit recommendations.
Work collaboratively with grant staff in the Juvenile & Adult Community-Based Services Division and Fiscal Division on processes and criteria for identifying moderate- and high-risk grant recipients who may be considered for a special audit. Recommend to the Executive Director and Core Management team candidates for special audits. Develop audit scope and objectives, assign audits to appropriate staff, and oversee the work of the assigned auditor. Incumbent may be required to personally complete more complex audits. Develop audit recommendations for consideration by the Executive Director and Core Management team. Ensure follow-up with grant recipients and monitor progress towards implementation of audit recommendations.
Consult with and make recommendation to the Executive Director, Deputy Secretary of Juvenile & Adult Community-Based Services, and Chief Legal Counsel regarding findings which may warrant termination of grant funding, recoupment of grant funds, and potential legal action.
Participate in appropriate continuing education opportunities.
Perform other duties as assigned.
Qualifications
Minimum Qualifications:
Six years of experience in examining internal work processes, financial and operational records and controls to assess effectiveness, accuracy of records and compliance with statutes, regulations and professional/legal standards. Education in accounting/auditing, business administration, or economics may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Ability to develop objectives, scope and audit plan in accordance with standards.
Supervisory experience, to include experience in leading an audit team.
Ability to develop audit findings and recommendations for improvement or compliance with laws and regulations and to present this information in clear and concise written reports.
Ability to problem solve and able to determine ways to obtain information and perform audit steps.
Possession of effective interpersonal communication and presentation skills.
Ability to complete personal work with minimal errors and on time. Rework is limited.
Ability to manage time effectively while completing several projects.
