Position Summary & Responsibilities: Business Analyst II
The Business Analyst II is responsible for establishing a standardized and user-friendly process for capturing and documenting business and technical requirements. The BA will be responsible for designing a testing strategy that ensures all solutions meet business and technical requirements. They will also be responsible for building and strengthening collaboration with business units to effectively represent their needs and priorities.
Key Responsibilities:
Requirements Gathering:
- The BA will create templates that clearly define business needs, functional specifications, and system requirements. They will also ensure alignment with industry best practices and organizational standards and provide training and/or guidance for consistent adoption across projects.
- Collaborate with the Project Management team to Identify and manage project dependencies and ensure requirement alignment.
- Coordinate and manage resources, including team members, and external vendors.
Testing Support:
- Collaborate with our Testing Manager to define a testing management process that includes testing to scope, as well as defining multiple types of testing (unit, user acceptance testing (UAT), end to end testing, and regression testing).
- They will be responsible to develop testing methodology using Zephyr Scale in JIRA to create reusable testing templates and guidelines to streamline the testing process and will facilitate testing, defect and issue tracking while ensuring alignment with project timelines.
Business Liaison / Support:
- Work with business units to understand their roles, responsibilities, and challenges.
- Act as a bridge between technical and business teams to enhance communication and trust.
- Help to document each unit’s operations and processes to ensure tailored support during projects.
Regulatory Compliance/Governance:
- Establish and ensure processes and procedures adhere to organization and regulatory standards.
- Process Development and Improvement:
- Partner with PMO Office and Testing Manager to establish requirements and testing best practices.
- Identify opportunities to improve requirements gathering and testing initiatives.
JIRA Administration:
- Design, configure, and manage JIRA projects, workflows, and permissions to support team and project needs.
- Build and customize JIRA dashboards, workflows and reports to provide actionable insights for stakeholders.
- Implement and manage JIRA automation rules to streamline project management and testing workflows.
- Partner with the PMO to standardize and document JIRA processes and create training materials for the agency.
- Bachelor of Business Administration is preferred. Equivalent IT experience may also be acceptable.
- 3-5 years of Business Analysis experience in an IT environment is required.
Preferred Qualifications:
- Knowledge of test automation frameworks and tools.
- Proficiency in API testing or other advanced testing techniques.
Skills and Competencies:
- Proven experience as a Business Analyst with a strong focus on eliciting requirements from Business Units and IT Staff.
- Data research and analysis.
- Hands-on expertise in creating and managing JIRA projects, workflows, and dashboards.
- Experience with Zephyr for JIRA, including integration with automated testing tools.
- Solid understanding of software testing processes, methodologies, and defect management.
- Strong analytical and problem-solving skills with attention to detail.
- Excellent written and verbal communication and collaboration skills to work effectively with technical and non-technical teams.
- Familiarity with Software Development Methodologies (Agile, Hybrid, and Waterfall).
