The Kansas Department of Health and Environment has a Consultant Section Director opening in Topeka. This position is with the Bureau of Family Health and will have a hybrid schedule. The incumbent in this role will provide direct and indirect supervision to staff with responsibility for state-level maternal and child health who are responsible for specific activities and components of a complex, diverse state level programming model delivered in partnership with local agencies, families, and communities.
Job Responsibilities may include but are not limited to the following:
Oversee administration of federal grants and related state and local programming, services, and initiatives to ensure compliance with implementation, reporting, and spending in accordance with approved work plan(s) and budget(s). Provide leadership to staff working with contractors, external partners, and state and/or local coalitions and committees established to advise on Bureau projects, services, and approaches or models. Initiate recruitment, hiring, orientation, and training (initial and ongoing) to support a competent workforce and multi-disciplinary team to strengthen skills, proficiencies, and/or satisfaction of personnel; determine, assign, and/or oversee and evaluate the work of program personnel in program implementation, planning, evaluation, collaboration, technical assistance, consultation, fiscal management, and regularly to study the effects of grant and action/work plans on policies, procedures, and health outcomes for Kansans. Promote and support a positive work environment, culture, and workforce development; foster teamwork using a disciplined problem-solving and decision-making approach. Establish performance objectives, provide ongoing coaching/feedback, and complete mid-year and annual performance reviews.
Establish and maintain Maternal and Child Health (MCH) programs and services by working closely with the MCH Title V Director to minimize redundancies and to align strategies and actions. Engage in the creation, implementation, and evaluation of MCH programs centered around identifying goals, remaining current key problems, identifying emerging issues, and reaching desired outcomes by collaborating with Agency, Bureau, and program contacts. Support development, implementation, and coordination of programmatic activities related to MCH work. Represent the Agency and Bureau at MCH meetings and events to ensure statewide coordination of MCH efforts. Work independently and collaboratively with other agency staff, MCH organizations, state early childhood agencies, and other MCH programs to design, develop, implement, and manage programs, services, grants, contracts, and other related aspects. Administer, direct, and review program areas to meet organization objectives and goals. Analyze and interpret statistical data, reports, and determine areas requiring changes. Monitor internal procedures to ensure fiscal integrity of program funds in compliance with regulations governing expenditures of such funds. Guide development of the five-year MCH state action plan based on the results of the needs assessment. Participate in the annual application and annual report process, development, compilation, and submission in partnership with other staff and the Title V Director. Participate in the annual application and report Federal Block Grant Review. Disseminate written guidelines and standards of care for the MCH services with reviews and revisions completed as necessary.

- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Minimum Qualifications:
- Two years of experience in planning, organizing, and directing the work of a department, program, or agency. Education may be substituted for experience as determined by the agency.

Preferred Qualifications:
- Bachelor’s degree in public health/administration, family studies, social work, psychology, sociology, or related field.
- Master’s degree in public health/administration, family studies, social work, psychology, sociology, or related field.
- Experience working with internal and external cross-functional teams.
- Experience incorporating consumer voice to meet the needs of populations.
- Experience working with maternal and child health populations, families, and consumers.
- Two years of experience working with partners to develop priorities and goals, implement plans.
- Grants management including fiscal management and action planning.
- Ability to provide effective coaching, mentoring, and professional development.
- Ability to communicate effectively, orally and in writing.
- Ability to maintain effective relationships with supervisors, subordinates, and partners.
- Proofreading, editing, attention to detail.
- Word, Excel, PowerPoint, Access.
