Compensation:

Position Summary & Responsibilities:
This position will remain posted until filled. Location: Topeka, Kansas
Floodplain Mapping Specialist (FMS): The FMS works as part of a team to conduct work activities to complete FEMA Cooperating Technical Partners (CTP) projects and aid the public in obtaining and understanding available flood hazard information. Work activities include clerical tasks, GIS tasks, communication with communities and the public, writing of plans and reports, public speaking, attendance at meetings and planning sessions with contractors, communities, and other government agencies. The FMS is supervised by the Floodplain Mapping Coordinator (FMC) and the DWR Structures Program Manager.
Mapping Outreach:
- Serves as technical expert and consultants for the State and are primary contacts for floodplain related activities.
- Provides Base Flood Elevation (BFE) Determinations and existing engineering and GIS products upon request.
- Applies understanding of GIS, hydrology and federal, state, and local requirements regarding floodplain management and floodplain maps
- Travel to public meetings, meetings with other government agencies and conferences is required.
CTP Program Management:
- Assesses where new or improved floodplain maps are needed for the State of Kansas and keeps Coordinated Needs Management Strategy (CNMS) database updated.
- Assists with activities related to floodplain mapping activities, including contract negotiations, writing Scope of Work (SOW) and task orders, grant management, progress monitoring, grant report writing, and project compliance.
Mapping Technical Services:
- Develops and maintains ArcGIS Server and ArcGIS Online services and web maps for projects in various stages of the Risk MAP process.
- Develops and maintains GIS Tools to identify the geographical representation of Flood Insurance Rate Map Letters of Map Change and other floodplain mapping activities.
- Review of draft flood hazard information to ensure adherence to KDA preferences and FEMA Guideline and Standards. Maintenance of state and federal databases and online record keeping systems is required. Employee will also help prepare plans, reports, presentations, story maps and outreach documents.
Training:
- Assists in planning, organizing, and conducting training sessions individuals interested in floodplain management
- Participates in workshops as instructor or facilitator.
Perform other tasks as assigned.
This position has the opportunity to telework per guidelines of the Telework Policy of the Kansas Department of Agriculture KDA after one year of service.
Qualifications:
- A bachelor's degree in environmental science with an emphasis on hydrology, geology, geography or a related natural science.
- Knowledge of ArcGIS software and products in water resource and environmental applications is preferred.
- Good written and verbal communication skills as well as the management and development of ArcSDE server applications are strongly preferred.
- Must be able to travel in-state and out of state, including overnight travel. Must be able to demonstrate progressive work experience in GIS applications, including GIS map creation and geodatabase design and management.
- Currently a Certified Floodplain Manager (CFM) or be required to become a CFM within 1 year. CFM training and associated costs will be provided.
- Employee is required have a valid Class C (or higher) Kansas driver’s license or equivalent license from another state. Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position.
