Position Summary & Responsibilities
Position Summary:
This position is responsible for ensuring that statewide licensing, program standards, policies and procedures established by the Kansas Department for Aging and Disability Services are met by all licensed providers/agencies who provide community-based services to persons to individuals with Intellectual/Development Disabilities. This position requires entry into a person’s residence, work or day location.
Job Responsibilities may include but are not limited to the following:
Licensure Surveys
The IDD Surveyor is responsible for surveying all licensed IDD Community Service Provider’s to obtain data on the quantity and quality of services provided, obtained, and arranged by the IDD Community Service Provider to meet the needs of individuals served. Survey activities include:
- Licensure and renewals of HCBS IDD Community Service Providers for Residential, Day and Targeted Case Management.
- Observing the Residential and/or Day Supports locations for compliance with State and federal law, procedures, policies, and licensure requirements.
- Monitoring the quality-of-life outcomes (through surveys and interviews) for the people living where Home and Community Based Services (HCBS) are provided.
- Assessing the services provided and the appropriate documentation required to demonstrate services.
- Interviewing and observing providers, agency staff, administrators, guardians, persons receiving services to confirm services are provided according to the Plan of Care, providers are complying with policies, procedures, and licensure requirements.
- In conjunction with KDADS travel policies and guidelines, travel weekly or more frequently to make onsite visits at individuals’ home, work, or day programs for face-to-face visits to ensure individuals are receiving and are satisfied with the services that are on their Plan of Care.
- Documenting findings, concerns, and issues for further evaluation by the IDD Licensing Manager.
- Developing formal Notice of Findings related to areas of noncompliance and completing appropriate Corrective Action Process.
- Interviewing providers, agency staff, administrators, guardians, and persons receiving services to determine if individuals are receiving the services identified in their Plan of Care.
- Completing survey reports, compliance summaries, and accountability documentation concerning the compliance status and remediation of each Community Service Provider of assigned areas.
- Conducts thorough investigations of Critical Incidents, Compliant/Grievances following policy and procedure as assigned by supervisor.
- Documentation of completed work on designated tools/templates and kept organized on the shared drive using internal policies and protocols.
Monitoring, Reporting & Referral
- Reporting concerns about fiscal mismanagement, Medicaid fraud or abuse, or other concerns to the IDD Licensing Manager to determine additional oversight agency notification.
- Monitor Adult Protective Services and Critical Incident Reports for abuse neglect and exploitation issues to ensure these issues are addressed and resolved and the individual is properly protected per the Complaint/Grievance Incident investigation process.
- Auditing the records of persons served, including but not limited to Pan of Care (POC), Person-Centered Support Plan, and Behavior Support Plans to ensure individuals are receiving services as outlined in their Person-Centered Support Plan.
- Collaborate with facility Community Developmental Disability Organizations by providing assistance relative to deficiencies and other improvements needed to comply with state and federal mandates, contracts, licenses, provider agreements, services definitions, and program policies and procedures.
- Providing reports, referrals, recommendations, and outcome-based data as required or requested to the IDD Licensing Manager.
- Maintaining a list of service delivery locations and tracking survey visits to each location to ensure meeting outcomes of surveyor oversight requirement.
- Accurately reporting time spent on assignments using designated tools, including outlook calendar and survey tracking tools.
Special Assignments
- Supporting implementation of the statewide legislation and regional efforts, to include participation in the development and review of licensing manuals, documents, statutes, and regulations.
- Performing duties such as attending seminars/conferences, conducting trainings, participation in team meetings and special reviews upon request or as assigned.
- Assisting other employees in the work unit in accomplishing assignments as necessary.
- Ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.
Qualifications
Minimum Requirements:
- One year of experience in planning, implementing, and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency.
- Unrestricted Driver’s License to operate a state vehicle.
- Frequent day travel (more than 50%) is required and occasional overnight stays.
- Must be able to tolerate variable work schedules and variable work hours.
Preferred:
- Two years of experience in a disability-related field.
- Bachelor’s Degree, preferably in a social or human services field.
- Demonstrated ability to work independently with contracting providers on program improvement.
- Demonstrated ability to understand, interpret and apply Federal laws and State statutes/regulations.
- Proficiency in Microsoft Office Suite, particularly Excel, Word, and Outlook.
- Ability to gather, manage, and report program data.
- Capability to organize and document information.
- Excellent interpersonal/public skills and ability to express ideas/directions clearly and effectively, both in writing and orally.
- Ability to take direction and feedback from a supervisor.
- Ability to establish and maintain effective working relationships.
