The Kansas State Fire Marshal (KSFM) office is dedicated to protecting the lives and property of the citizens of Kansas from the hazards of fire, explosion, and natural and man-made disasters.
The KSFM is organized into five divisions: Investigation, Prevention, Emergency Response, Industrial Safety and Administration:
The Prevention Division is focused on preventing accidental fires from beginning and enforcing Life Safety Code.
Emergency Response focuses on the actual response to emergencies, including coordination of Hazardous Materials and Search and Rescue, by training and supporting response teams throughout the state.
The Investigations Division determines the origin and cause of fires, aiding in the prosecution of arsonists and seeking out new or unknown fire hazards.
Industrial Safety Division houses the Boiler and Elevator Programs.
The Administration Division encompasses agency leadership, financial control, information technology and public information.

Position Summary & Responsibilities
Position Summary:
The Chief of the Prevention Division leads the State Fire Marshal’s Office efforts to safeguard life and property from fire, explosion and hazardous materials in buildings and all other places in which people work, live or congregate from time to time, for any purpose throughout our state. This is accomplished through educating the public and business owners, conducting proactive safety inspections, and consistent enforcement of state statutes and the Kansas Fire Prevention Code.
The Division Chief is an integral part of the agency command staff and provides leadership, guidance, and education to the employees assigned to the Prevention Division. They are responsible for supervising the daily operations of the division, through their subordinate supervisors. The Division Chief identifies the development needs of their subordinates, providing them with opportunities for growth through training, mentorship, and regular feedback to help them improve their skills and advance their careers. The Division Chief must be willing to regularly travel within the state and occasionally travel out of state as necessary to carry out their duties.
The Prevention Division Chief serves as the State Fire Marshal’s Office subject matter expert on all fire prevention matters and must be conversant in building codes, construction methods, plans review processes, and nationally promulgated standards for fire and life safety. They are also responsible for overseeing the process of reviewing, updating, and moving the Kansas Fire Prevention Code through the rules and regulations process set in state law. They are accountable for the results of division programs and ensure that the physical and financial resources of the division are used in a proper and respectful manner. The Division Chief formulates, develops, maintains and tracks division performance measures. They must recognize deficiencies, initiate change, and adapt programs to meet changing needs.
The Prevention Division Chief must have excellent interpersonal skills as they meet and work closely with local Fire Chiefs, Fire Marshals, and code officials around the state to develop and maintain fire prevention partnerships. They regularly meet with, provide information to, and receive feedback from stakeholders in regulated industries, such as healthcare facility managers, childcare facility managers, adult care home staff, school administrators, industry associations, aging and disability care providers, and other groups. The Division Chief must also maintain relationships with other state agencies with similar regulatory duties, including the Department of Health and Environment, Department of Aging and Disability Services, Department of Agriculture, Department of Revenue, and the federal Centers for Medicare and Medicaid Services. The Prevention Division Chief will also be required to speak publicly about the Prevention programs to members of the public, news media, industry stakeholders, legislators, and state leaders.
This position works collaboratively with other agency command staff to determine overall strategic goals and objectives for the Prevention Division, determine adequate staffing and equipment levels for the division, and develop and administer an annual budget for the operation of the Prevention Division. They formulate, develop, maintain and track performance measures for the division and ensure that inspections are completed within any time frames imposed by agency policy, state regulation, or state law.
This position is based in the Topeka office with hybrid telework options as appropriate.
Qualifications
Education:
- Bachelor's degree in a related field.
Licensing & Certificate:
- Valid Driver’s License
- IFSAC or ProBoard Fire Inspector I, Plans Reviewer
- NIMS 100, 200, 700, 800
Minimum Qualifications:
- Must have a through working knowledge of the Kansas Fire Prevention Code, International Building and Fire Codes, and National Fire Life Safety Code.
- Ability to communicate effectively, both orally and written.
- Must be able to develop and maintain effective working relationships.
- Must have extensive field, code and mechanical aptitude background.
- At least two years' experience supervising employees and managing programs.
Preferred Qualifications:
- IFSAC or ProBoard Fire Inspector III.
- Instructor Development Course (or equivalent IFSC/ProBoard Certification).
- Experience in providing effective training to employees and education to stakeholders.
- Experience with the state legislative and rules and regulation approval processes.
- Ability to translate and clearly present technical information to state legislators, the State Fire Marshal and to public and private stakeholder audiences.
- Experience in formulating and managing budgets.
