  • Salary can vary depending upon education, experience, or qualifications. Though this position is unclassified, the posted starting salary is equivalent to classified Pay Grade 25, step 8-10.

Position Summary & Responsibilities

Position Summary: This position is essential to ensuring the facility is provided with enough rolling stock, household supplies, uniforms, building materials, electrical, plumbing, and other various and sundry items to maintain daily operations of a 24/7/365 facility. Provides coordination to subordinate staff to enable efficient distribution of necessary items for completion of daily work requirements and ongoing maintenance of living unit needs. This position is essential to ensuring that the facility maintains structure and organization during the entire procurement process including steps beginning with initial purchase requests through the receipt and payment for purchased products or services.

Job Responsibilities may include but are not limited to the following: Administers the purchasing function and warehousing operation of a maximum, medium, and minimum-security prison system. Supplies, on time, a broad range of goods and services in compliance with orders and directions of the agency and the institution to include hardware, rolling stock and household supplies, building materials, electrical, and other various and sundry items. Purchases mandated goods in an emergency for the resolution of problems within the specialized environment of a prison setting by following pre-established procedures and contacts within state government and the vendor community. Prepares budget funding requirements (clothing and household goods) for the warehouse requirements of the institution based upon unit records of per capita consumption and institutional requirements.

Enters all purchase requests for facility needs in SMART. Pick up necessary supplies from retailers around town. Count and maintain inventory of stock items. Oversees the receiving and warehouse procedures for all orders. Inventory all warehouse, laundry, and maintenance stock.
Performs facility annual capital inventory and reports findings to Business Administrator. Maintains and organizes all facility procurement records including but not exclusive to: Purchase Requests, quotes, prior authorizations, bid event documents, facility contracts, packing slips, bill of landings, and invoices. Report and dispute any discrepancies with vendors and notify accounting staff when payment is prepared to be tendered.

Monitor and maintain facility contracts in accordance with Kansas Department of Administration, Office of Procurement and Contracts policy. Notify Business Administrator of contractual or procurement abnormalities.
Oversees workflow process of the Warehouse and Laundry area, a general warehouse setting divided into areas of delivery that include clothing, household goods, staff uniforms, offender clothing, and canteen supplies. Ensures that accurate and timely inventories are taken, keeps staff abreast of changes in policies and procedures and ensures employees are trained properly and treated fairly. Assigns, reviews, trains storekeepers and reports any concerns to Business Administrator.

Gathers, compiles, analyzes and reports laundry delivery and warehouse inventory data in order to provide management with information. This data is used to identify use trends and levels of linen and supplies, evaluate new products and equipment, provide other information requested or considered helpful, provide detailed cost records of each sub-operation, report activity and maintenance on delivery vehicles, report on employees’ time, and respond to special requests. This requires the ability to prepare written information in a clear, organized and understandable manner, ability to develop and maintain an accurate data collection system and ability to use computers. Reports are reviewed for content and presentation.

Communicates with facility staff, personnel in other agencies served and sales representatives in order to keep abreast of the needs of each agency served. This is done by meeting with and discussing existing or anticipated problems and developing solutions; enlists their cooperation in planning toward improved service and cost effectiveness; obtains information on new trends, supplies, methods and machinery. Requires good communications skills in person, by phone and in written format, the ability to establish effective working relationships with individuals at all levels of the organization as well as vendors, and knowledge of operating regulations and quality standards of the facilities served. Keeps the Business Office informed on major events about the operation.

Assist Warehouse, laundry, and Supply with coverage during emergent events at the direction of the Business Administrator
Performs other related duties as assigned. Ensures and complies with mandatory in-service training requirements.

Qualifications

  • Education: High School Diploma or equivalent

Minimum Qualifications: Two years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts and awarding contracts. Education may be substituted for experience as determined relevant by the agency. Must have a valid driver's license.

Preferred Qualifications: Knowledge of the operation of office equipment, personal computers and communications systems. Knowledge of Procurement procedures as prescribed by Kansas Department of Administration, Office of Procurement and Contracts. Knowledge of record keeping and reporting methods. Ability to use basic math to add, subtract, multiply and divide.
