Position Summary & Responsibilities
Position Summary:
This position is responsible for program development, management, coordination and collaboration of the I/DD licensing team.
Duties include managing, coordinating and reviewing new and renewal community service providers, monitoring programs and training necessary to effectively implement programs. Assists in policy development, documentation and procedures in coordination with federal and state statutes and regulations. Responsible for tracking, logging, and completing administrative enforcement actions for I/DD community service providers participating in the Federal Medicare/Medicaid Program.
Job Responsibilities may include but are not limited to the following:
Monitor Licensure Compliance:
Incumbent assists in the license renewal for Community Service Providers by receiving and processing renewal applications; including collecting, tracking, and processing associated fees. Review completed surveys to ensure they are thorough, appropriate and compliant within established rules, regulations and policies. Completes licensing paperwork timely and accurately. Schedules, attends, and participates in licensing meetings and discussions as requested. Utilizes established systems to track and monitor programs effectively. Collaborate and coordinate with the Complaint Program Coordinator and I/DD Licensing Manager to adhere to regulations and internal processes, ensuring the appropriate, accurate and efficient completion of corrective action processes once initiated. Monitor and maintain an enforcement log on all corrective actions taken with community service providers and monitor correspondence related to noncompliance revisit assignments.
Follow established federal regulations, guidelines, and policies to ensure that timely and correct enforcement remedies are recommended to and/or imposed by the Centers for Medicare and Medicaid Services (CMS) and the Kansas Department for Aging and Disability Services (KDADS). Responsible for complete and accurate data input into federal software applications.
Prepare Correction Orders using information from Statement of Deficiencies. Review for accuracy and mail to appropriate individuals by certified mail. Prepare Ban on New Admissions and Order Lifting Ban on New Admissions when assigned by Assistant Commissioner. Collects and tracks all civil money penalty accounts receivable. Maintains log of Correction Orders, Civil Money Penalties and Ban on New Admissions.
Maintaining Provider Database(s) and Organizing New Applicant Information:
Develops, updates, organizes, and maintains lists and databases to effectively track and report information related to I/DD Licensing activities. Accesses the KDADS portal to download shared living requests, updates tracking tool, and assigns to surveyor. Maintains on-going communication with Community Service Providers to ensure the accuracy of request, request additional documentation as needed, and reports findings. Maintains databases and tracking tools for shared living, service delivery locations, corrective actions, license renewals, new applicant processes, and other relevant areas. Coordinates with I/DD Licensing Manager and surveyors to ensure the accurate collection and management of information required for database upkeep. Assists I/DD Licensing Manager with the intake of new license applications and related documentation. Communicates with new applicants to request or clarify information and provide status updates.
Departmental Quality Assurance:
In accordance with federal and state regulations and department policies, conducts regular quality assurance reviews on departmental operations based on established internal policy and protocol using the approved tools. This includes evaluating shared drive organization, the uploading of site visit tools and license renewal documents, and other relevant processes. Completes edits, updates, and reviews to policies, procedures, protocols, manuals, standards, guidance documents, and tools as assigned by the I/DD Licensing Manager and/or BHS & I/DD Director. Additionally, assists less frequently with the development of policies, procedures, protocols, manuals, standards, guidance documents, and tools to support and improve processes.
Team Meetings and Other Support Projects:
Participates in assigned trainings and initiatives to acquire knowledge and skills necessary to perform job tasks. Collaborates with I/DD Licensing Manager to assists in the development and preparation of training materials for field staff. Facilitates team meetings as needed, taking detailed notes and tracking formal guidance provided to surveyors. Completes special projects as assigned by I/DD Licensing Manager and/or BHS & I/DD Director, which may include data collections, regular reports, and special requests. Works with various inter and intra agency teams to provide information, facilitate resolutions, provide consultation, and to inform I/DD Licensing Manager. These activities may require occasional travel to training/meeting sites.
NCI Coordination:
Works with I/DD Licensing Manager to fulfill duties of State Coordinator for NCI-IDD Surveys. Attends meetings, completes required documentation, and distributes related information to necessary partners. Works internally and with contracted agency to assist with completion of yearly survey cycle.
Qualifications
Education: General
Minimum Qualifications:
- One year of experience in planning, implementing and monitoring activities relevant to the agency’s programs. Education may be substituted for experience as determined relevant by the agency
- Excellent interpersonal/public skills and ability to express ideas/directions clearly and effectively, both in writing and orally
- Demonstrated ability to establish and maintain effective working relationships, especially as it relates to working within a team
- Attention to details and timelines
- Capability to organize, prioritize, and document information
- Proficient in MS Office, including Word, Excel, Outlook, Teams, and/or Power Point
- Ability to follow direction and accept feedback from supervisor
- Unrestricted Kansas Driver’s License
Preferred Qualifications:
- Bachelor’s Degree or other education at the post-high school level in business or office practices
- 2 years of experience in administrative support, preference given to work with I/DD Community Service Providers
- Experience working with confidential and time sensitive documents
- Demonstrated ability to understand, interpret and apply Federal laws and State statutes/regulations
