Position Summary & Responsibilities:
Position Summary: Serves as the Subject Matter Expert for the Ignition Interlock (IID) program in Kansas and is responsible for responding to customer and IID vendor inquiries. Ensures complete IID compliance from all approved vendors in Kansas per Kansas Statutes and Regulations.
Supervise staff within the ignition interlock program vendor compliance. Document staff performance, prepare employee reviews. Performs other duties as required by supervisor to ensure the efficient operations of the program. Such duties may include participation in problem identification and resolution and assignment of tasks necessary to complete special initiatives as directed by supervisor or other members of management. Establish a system to detect weaknesses in service procedures and determine changes that need made to improve delivery of program. Resolve complex work problems from subordinate staff; encourage creativity and team work to improve processes among peers and subordinates.
Oversees the licensure and certification of Ignition Interlock Vendors, service centers and technicians. Responsible for ensuring compliance standards are continuously met in accordance with Kansas Administrative Rules and Regulations and statutes. Conducts quality performance reviews in person, remotely etc. as necessary to meet business needs.
Participates in vendor development plans, documents and recommends corrective action plans as directed and approved by chain of command. Collects statutory and regulatory appropriate fees from vendors and technicians. Compiles and tracks expenditures, determines financial availability and support expenditures.
Directs staff services of the IID program between KHP, KDOR and the public. Serves as first line of support for IID related customer and vendor inquiries, complaints, etc. Types of communication include but not limited to phone, email and written as necessary to meet business needs. Provides support to customers, Driver Services staff and other stakeholders as directed by manager. Develops and administers Quality Assurance plan for all IID vendor related activities. Incumbent works to continuously improve relationships and partnerships with vendors, customers and other stakeholders. Ensures appropriate delivery of required services between individuals and IID vendors.
Responsible for maintaining all IID related documentation, correspondence, devices, etc. Incumbent must be able to provide statistical and logistical data as requested to include budgetary, inventory, grant reports, purchase orders, compliance reports, etc. Interfaces with informational resource management to gather data, identify problems, and formulate solutions. Oversee record keeping from subordinates.

Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Necessary Special Requirements: Ability to supervise staff and resolve conflict and personnel issues.
Ability to manage and facilitate budgets and expenditures.
Manage and supervise ignition interlock certification programs.
Possess knowledge of driver's license restrictions, ignition interlock laws and regulations.
Experience with database or purpose-built software packages.
High level of management or input into oversight of program management and implementation.
Experience interviewing, investigating, or providing technical assistance to clients, customers, or public.
Minimum Requirements: One year experience in providing direction necessary to implement the objectives of an agency, program, or organizational unit.
Post-Offer, Pre-employment Requirements: Must pass a background investigation. Must be able to walk, kneel, stand for extended periods of time, sit for extended periods of time, get in and out of a vehicle, bend, squat, reach, push, pull, drive, grasp, speak clearly, listen and comprehend verbal and written instructions, key for typing.
