The position (K0222057)
The Kansas Department of Health and Environment has an opening for a Quality Assurance Technician in Topeka. Monitor the activities relevant to the agency's Medicaid and CHIP programs. Review all information related to the Medicaid/CHIP eligibility decision (all programs) and/or other information as defined by project parameters. The review may include but is not limited to analyzing documentation in paper and electronic files, researching the eligibility system and other systems to secure accuracy of agency determinations, computation of beneficiary income, consumer interviews, contacting and/or requesting verification from outside collaterals, determination of the dollar amount of claims paid correctly or in error, and meeting any other federal or state project requirement.
Responsible for the comprehension & application of all federal and state regulations including yearly changes and the incorporation of these changes into the review decisions. Completes a comprehensive and concise written report of the review decision including notation of policy references supporting this decision and maintains a QC case record per written guidelines for federal or internal audit purposes. Inputs specific case information, the review decision, & recommended corrective action into a database and sends to the agency contact for comment. Responds to questions raised by MEQC Manager, state or federal agency personnel, and secures additional information if necessary to resolve differences. Due to the nature of the communication with the agency, written communication skills must incorporate appropriate grammar, punctuation, and the ability to tailor complex information in a succinct manner.
Job Responsibilities may include but are not limited to the following:
Participates in the development of MEQC projects including the design & testing of MEQC forms, worksheets, letters, Eligibility Auditor Questionnaire, identifies system defects, etc. (e.g., assigned specific duties that must be completed for project development). Prepare reports as directed by the MEQC Manager or other state personnel. Plans and schedules work to complete assigned reviews within the time frame established by CMS and the MEQC Manager.

Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Minimum Qualifications:
- Three years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's programs

Preferred Qualifications:
- Bachelor’s degree - Any course of study
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Ability to navigate Eligibility Auditor, KMMS and Kansas Eligibility Systems
- Ability to interpret and apply state and federal regulations to audit decision
- Ability to conduct comprehensive research, gather information, and apply analytical thinking
- Ability to write audit reports in a succinct manner
- Skills in project development
- One to two years processing or auditing elderly and disabled medical requests
- One to two years processing or auditing family medical requests for Medicaid and CHIP coverage
- Experience writing concise and comprehensive audit summaries and/or reports
- Experience with the comprehension and application of the KEESM/KFMAM and CMS regulations
- Experience navigating KAECSES and KEES in determining eligibility for Kansas medical programs
- Experience with development of questionnaires, forms, worksheets, and job aides for project purposes
