The Kansas Governmental Ethics Commission (GEC) is charged with administering, interpreting and enforcing the Campaign Finance Act and laws relating to conflict of interests, financial disclosure and the regulation of lobbying. These laws establish the public’s right to information about the financial affairs of Kansas’ public officials, lobbyists and candidates for office. In addition, the GEC renders advisory opinions and can adopt rules and regulations under a less comprehensive conflict of interests law covering local government officials and employees. Please Note: K.S.A. 25-4142 et seq. and K.S.A. 46-215 et seq. require candidates, lobbyists and state employees to file GEC forms with the Secretary of State, a separate state agency and the public repository for such forms.

Compensation:

Position Description:

The Kansas Governmental Ethics Commission has a vacant position for an Office Manager. The Office Manager also serves as the Secretary for the Commission. The Office Manager tends to accounting, payroll, human resources, provisioning the office, and preparing for monthly Commission meetings.

Job Responsibilities:

  • Use the State of Kansas SMART system to make deposits, pay bills, enter travel, order supplies
  • Use State of Kansas SHARP system for payroll and personnel information
  • Agency HR representative: provide information to staff and attend quarterly Non-Cabinet Human Resources meetings
  • Monthly Commission meetings: preparation of documents for the Commissioners, prepare the room, take minutes during meetings, mail legal documents after meetings
  • Answer office telephone in a professional manner; receive phone calls from the public, elected officials, and lobbyists; transfer phone calls to appropriate staff
  • Directing other forms of communication from the public, elected officials, and lobbyists to appropriate staff
  • Provide administrative support to the Executive Director
  • Assist staff as needed to accomplish goals of KGEC

Minimum Qualifications

  • High School Diploma/GED
  • 2 years of experience in office administration

Preferred Qualifications

  • Experience using the SMART and SHARP programs
  • Having experience in Apptio, CoreFTP, IBARS, the Microsoft Office Suite, and Adobe Acrobat Pro are a plus
  • Willingness to take additional training in any of these programs as needed

Post Offer Requirement:

State of Kansas Tax Clearance Certificate. The successful applicant (even non-residents) must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue's website within 10 days of the date the applicant has been offered the employment position. A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual's account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days.
