Position Summary & Responsibilities:
Agency Administration, Planning, Policy, and Fiduciary Responsibilities Agency Administration,
- The Adjutant General’s Department is a unique agency within the State of Kansas.
- The Adjutant General’s state responsibilities are fully integrated with The Adjutant General’s federal responsibilities, which results in a large, seamless organization where distinctions between missions are not discernible. Both entities rely fully on the other to be successful. This position is an executive level position within the Adjutant General’s Department. Incumbent possesses broad authority and operates with autonomy to conduct duties as the State Comptroller. Incumbent formulates, develops, establishes, directs, and controls the policies and procedures of fiscal management, accounting, budgeting, procurement, and inventory management to ensure accountability and fiscal responsibility agency wide. These policies and procedures apply to over $100 million in funds executed through the state budget by both state and federal employees. Establishes and directs the on-going review and analysis of agency fiscal operations, functions, and systems and initiates necessary changes and efficiency improvements to policies and procedures.
- Manages and interprets complex formulas to direct the allocation of state appropriated funds and the disbursement of state, Army National Guard, Air National Guard funds, and Kansas Division of Emergency Management (KDEM). Conduct conferences with executive state and federal managers and program managers to resolve budget and funding issues and to direct necessary changes.
- Adjutant General’s principle fiduciary agent responsible for ensuring that agency programs are following all state and federal laws, rules, regulations, and procedures relating to fiscal policy, accounting standards, budget execution, procurement activities and inventory management.
- Primary policy advisor to The Adjutant General and executive state and federal managers on matters of fiscal policy and strategy including short-term and long-range fiscal planning and required legislative initiatives to accomplish agency-wide objectives.
- Represents the agency as the principal emissary with Department of Administration, Division of Budget, Legislative Research Division, Legislative Post Audit, State Treasurer, Legislature, and other state agencies to interpret and resolve issues relating to fiscal policy, accounting standards, budget execution, procurement activities, inventory management and legislative initiatives.
Budget - Executive / Legislative:
- Develops the agency-wide budget for submission to the Governor and the Legislature. Deliberate with The Adjutant General and executive state and federal managers to determine budget strategies and priorities. Interprets budget strategies and priorities for program managers by providing analytical briefings and directing their budget preparation, submission, and execution to ensure they are within agency objectives. Directs staff in the development of appropriate documentation and presentation of materials necessary to illustrate funding requirements and activities. Direct staff in the conduct of research studies to ascertain spending patterns, projected cost increases and new requirements. Assures an accurate portrayal of funds required to support operations for programs/sub-programs. Responsible to ensure final budget document is compiled and completed accurately, in accordance with prescribed guidelines, within budget allocations and submitted in a timely fashion.
- Represent the agency with the Division of Budget and the Legislative Research Division to delineate the agency’s budget strategies and priorities by providing clarification, researching questions, resolving problems and adjusting as necessary for budget submission. Interpret Division of Budget recommendations and brief The Adjutant General and executive managers. After deliberations, develops and directs the creation of the budget appeal document for presentation to the Governor. Directly responsible for management and monitoring of program managers’ budget execution throughout the budget year to ensure the agency’s strategies and priorities are achieved. Responsible under Kansas Statutes Annotated (K.S.A.) 75-3026 to keep an account of state appropriations, showing when, to whom and for what purpose any portion of said funds have been expended and to ensure expenditures and obligations are within fund appropriations or limitations.
- Formulates and creates legislative budget testimony and presentation for the agency and routinely represents the agency with the legislature. Incumbent also serves as the agency’s spokesperson with the legislature on budget and fiscal matters. Track the progression of the agency budget and legislative initiatives through the legislative process. Recommends or initiates actions necessary to ensure agency objectives are attained.
Cooperative Funding Agreement & Grant Administration, Planning and Policy:
- Directs the fiscal administration of (16) Federal/State Cooperative Funding Agreements and Completion Contracts (totaling more $75M) between the agency and the National Guard Bureau. As appointed by the Adjutant General, incumbent is the primary representative for the state, incumbent is responsible for establishing policy, procedures and operational guidelines to ensure the agreements are executed in accordance with State and Federal applicable laws, regulations, policies and procedures. Kansas Division of Emergency Management (KDEM) Deputy Director is appointed by the Adjutant General to serve as the principal representative for grant and fee fund program administration for KDEM. Incumbent in this position is responsible for establishing fiscal policy, procedures and operational guidelines to ensure the grants and fee funds administered by KDEM are executed in accordance with State and Federal applicable laws, regulations, policies and procedures. Directs the Accounting, Procurement and Inventory Management sections to ensure all agreement, grant and contract financial transactions and reports are following established standards. Ensure audits are performed as required.
Fiscal Administration, Planning and Policy:
- Plans and directs the agency’s use of the state accounting system (SMART), fiscal policies, procedures, and operational guidelines for the comprehensive fiscal functions through supervision of subordinate managers in the State Comptroller’s Office; Military Division Accounting Section and Kansas Division of Emergency Management Accounting Section responsible for financial cost-center accountability, reporting, and cost projections for state funds, fee funds, bond funds and federal funds received through Cooperative Funding Agreements and Grants; the Procurement Section responsible for purchasing and contracting functions agency-wide; and oversight of the State Property Control Officer responsible for the management of inventory; State Comptroller is ultimately responsible to certify all inventory records and reports. Subordinate managers are responsible for execution of fiscal directives, controls, policies, procedures and standards relating to each of their respective sections. Total staff under direct supervision or oversight of incumbent includes 11 employees.
- Establishes standards for the quantity and quality of work in the State Comptroller’s Office two accounting sections; assigns work and delegates authority to subordinate supervisors who are held accountable; establishes performance expectations and priority outcomes, evaluates performance, provides employee counseling and guidance; makes recommendations to The Adjutant General regarding hiring, disciplinary actions and terminations.
- Serves as final authority, subordinate only to The Adjutant General, on the review and approval of financial reports, receipts, purchase requests, travel requests and various expenditures. Provide executive oversight to ensure compliance with policies and procedures of fiscal management, accounting, budgeting, procurement, and inventory management. Incumbent is responsible for the oversight and certification of the agency’s fixed asset and real property inventory.
- Direct the fiscal administration of capital improvement bonds. Incumbent must have an in-depth knowledge of bonding policies and procedures to establish controls and methods of accountability to ensure obligations and expenditures are completely and accurately accounted for within the confines of the bonds. Confers with Adjutant General’s legal advisor on bond matters, to ensure agency activities meet the intent of the bond covenant. Direct the initiation of bond activity reports for presentation to the Division of Budget, Legislative Research Division, Legislature, and other interested parties.
Program Management:
- Establishes objectives and directs the management of resources and budgets for agency programs, Operational Management, State Military Service Operations and KDEM. Through coordination with executive managers and lower-level supervisors, incumbent is responsible to direct program activities to ensure the program’s missions are achieved in accordance with the established objectives and within budgetary guidelines.
Local Funds Administration and Policy:
- As designated by The Adjutant General the incumbent formulates, develops, establishes, and directs the policies and procedures for over forty local funds that are authorized in K.S.A. 48-301, 48-309, 48-312 and 48-324. Interprets policies and procedures and provides financial guidance and technical support to fund managers (federal employees) to ensure complete understanding of and compliance with of all applicable rules, regulations and operating procedures. Ensures funds are audited for compliance at least bi-annually. Review audit responses and enforce actions to ensure audit exceptions, are corrected.

Qualifications:
- Education:
- Bachelor of Science degree in Business Administration, Accounting or a related field or equivalent experience
- Leadership ability at the managerial level to develop, execute and direct public fiscal management policy and procedures of financial management systems, accounting, budgetary, procurement and inventory programs in accordance with state and federal laws, rules and regulations
- Ability to assign, review, train and evaluate the work of subordinate supervisors
Minimum Qualifications:
- Five years of administrative experience in management techniques, and/or policy formulation in public section
- Budgeting experience
- Three years supervisory experience
- Graduate study in public administration may be substituted for administrative and/or supervisory experience at the rate of 15- semester hours per year of experience
Post-Offer, Pre-employment Requirements:
- Must be able to pass a KBI background check. Never have been convicted of a felony by a civilian or military court except for minor traffic violations and similar infractions. Also, be able to obtain a government security clearance.
