Position Summary & Responsibilities

Position Summary:

The position (K0232253)

Plans, organizes, administers and directs the Department's statewide Underground Storage Tank (UST) Leak Prevention Program to ensure the Kansas program is compatible with federal program goals, state statutes, and state and federal regulations. USTs in the state must be permitted every three (3) years once compliance with the program requirements has been documented. The preventative program will be administered through funding provided by the federal UST program grant. The UST grant must be administered in such a way that the cooperative agreement requirements are met.

Job Responsibilities may include but are not limited to the following:

Plans, organizes and directs the Underground Storage Tank (UST) and Aboveground Storage Tank (AST) corrective action programs to ensure the public is protected from petroleum releases. Direct the implementation of the cleanup programs and standards for soil and groundwater remediation at storage tank release sites. This includes soil and groundwater monitoring procedures, and the site evaluation guidelines provided to field staff in the Bureau of Environmental Field Services and to project managers to ensure that a consistent program is enforced. The employee administers the federal Leaking Underground Storage Tank (LUST) Program grant provided by the US EPA.

Qualifications

  • Education:
    • Bachelor's Degree
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Bachelor’s degree in environmental, agricultural or natural sciences/resources and three years of experience in environmental program administration.
    • Master’s degree in Geology, Environmental Science, Engineering, Hydrogeology
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Good communication skills
  • Preferred Qualifications:
    • Professional Geologist license recognized by KSBTP
    • Three years of supervisory experience
    • Three years of environmental program management experience
    • Five years of environmental project management experience
    • Experience writing and/or reviewing technical and guidance documents
    • Experience performing environmental contractor oversight
    • Experience in budget and grant management
    • 5 years of experience in a geology or project area, including two years of supervisory experience
  • Post Offer Qualifications:
    • Incumbent must pass a physical which certifies the individual can work in the necessary protective gear.
