The Maryland Department of Environment (MDE) is seeking a passionate and dedicated individual to join our team as the Director of Maryland Water Infrastructure Financing (MWIF) Administration. As a forward-thinking and dynamic State agency, we are dedicated to protecting and preserving the State's air, water, and land resources while safeguarding Maryland’s environmental health.This position is an essential part of the Maryland Department of the Environment's leadership team and oversees the allocation of Federal and State funds to ensure safe drinking water and clean water to protect the environment in support of the agency's mission to protect and restore the environment for the health and well-being of all Marylanders. This leadership role demands a dynamic individual with a proven track record of success in environmental finance, project management, and stakeholder engagement. The position requires strong analytical and problem-solving skills, exceptional communication and interpersonal abilities, and a deep commitment to environmental protection.Key Responsibilities : Develop and implement program policies and procedures. Coordinate with the Assistant Secretary of Environmental Justice when appropriate to ensure that no less than 40% of loans and grants occur with communities that qualify as impacted by Environmental Justice concerns.Ensure borrower and project viability, as well as compliance with state and federal performance requirements. Negotiate loan terms and conditions with borrowers, disburse loan funds, and monitor loan payments.Develop Request for Proposals for contracts with bond counsels, financial advisors, independent auditors, and arbitrage rebate consultants.Responsible for revenue bond sales under BRF and SRF programs to leverage federal capitalization grants, state match, and payments associated with loans made to local governments and other qualified applicants.Oversee disbursement and investment of BRF and SRF bond proceeds to maximize fund revenues consistent with IRS Arbitrage regulations.Ensure that business processes including pre-application engagement, fund applications, and review processes are transparent.
