The State of New Hampshire, Department of Transportation, Bureau of Highway Maintenance, District 1, has a full-time vacancy for an Assistant Highway Patrol Foreman.

SUMMARY : To serve as an Assistant Patrol Froman for an assigned Highway Patrol Section/Shed (District or Turnpike System) for NHDOT. Assists in providing supervision and coordinates assignments to crews and contractors performing activities (24/7/365) in all seasons and weather conditions. Ensures that all work is performed per regulatory, safety, and environmental requirements and within the industry and Departmental policies and standards.

YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education

MINIMUM QUALIFICATIONS:

Education: Associate's degree from a recognized college or technical institute with a major study in civil technology or public works administration, or two (2) years of college with a minimum of six (6) semester hours in civil technology or public works administration.

Experience: Three (3) years of experience in all phases of highway maintenance or general construction work. Each additional year of approved work experience may be substituted for one year of required formal education up to a total of two (2) years.

License/Certification: Must possess a valid Commercial Driver’s License, Class B (CDL-B) with appropriate endorsements. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the Department of Transportation.

Special Requirements:


·As of June 23, 2020, offers of employment are conditional upon the individual obtaining a Commercial Driver’s License medical card unless the candidate is currently employed by the State of New Hampshire.

·Must receive a negative result on a pre-employment urinalysis drug screen in accordance with the Code of Federal Regulations and US DOT requirements.

·Must be able to lift/carry material weighing up to 50 lbs. on an intermittent basis.

·Must have a telephone or acceptable means of communication and be available 24 hours per day.

·All accountabilities must be conducted in full conformance with all risk management, safety, and environmental standards, regulations, and administrative orders.

·Must be available to respond to highway maintenance call outs on a 24-hours per day basis to be eligible for maintenance stipend.

RESPONSIBILITIES:

Assists with hiring and training patrol crews, mechanized equipment operators, and entry-level personnel involved in all phases of highway maintenance and roadside facility operations. Inspects tasks to ensure quality, timely completion, appropriate use of resources, and adherence to safety, environmental, and department guidelines and standards. Alerts the Highway Patrol Forman of any issues or concerns; develops and maintains respectful and harmonious working relations between employees within the patrol crews.

Reviews work schedules, staffing and job assignments to ensure efficient coverage for operations within assigned areas; collaborates with other Assistant Highway Patrol Foreman as necessary. Maintains section and personnel records, including time/attendance, required data and tracking input, and documentation; makes recommendations as necessary to the Highway Patrol Foreman on staffing, equipment, materials, or operational needs. Supervises patrol crews in the absence of a Foreman to provide continuity of operations.

Performs tasks intermittently involving heavy physical labor such as drainage construction, building and equipment maintenance/ repair, and general road maintenance. Operates 2 or 3-axle commercial trucks (> 26,001 GVW), tractors with loaders and/or backhoes, and related highway equipment.

Performs assigned tasks under adverse conditions with exposure to high-speed traffic, hazardous materials, inclement weather, extreme temperatures, and disaster situations to ensure the traveling public's safety. Ensures the maintenance of all equipment, buildings, and facilities to provide proper operation, serviceability, cleanliness, and safety within assigned Highway Patrol Section/Shed (District or Turnpike System) NHDOT.

Observes environmental and road conditions for relevant assigned area lane miles and towns served, including winter storm roads or rain/flooding issues, to determine appropriate actions for plowing or road maintenance mitigations/interventions to ensure road safety and quality. Monitors the rate-of-application of highway materials and substances to ensure adequate supplies and efficient uses based on varying weather, traffic, and geographic conditions; provides direction to patrol crews and contracted equipment to ensure the Department's policies and mission are met.

Records, tracks, and inputs data and information on material/supplies used in assigned areas for use by the Highway Patrol Foreman for cost accounts, bookkeeping, and other business reporting functions.

Meets with local officials, abutters, and contractors regarding access and utility permits.

Must respond immediately in performing winter maintenance and/or other traffic emergency activities as needed on a 24-hour per day basis throughout the entire year.
