The State of New Hampshire, Department of Education, Division of Education Analytics and Resources & Bureau of Educational Opportunities has a full-time vacancy for a Bureau Administrator of Education Program Approval.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
SCOPE OF WORK : To administer the Department of Education’s Bureau of Educational Opportunities objectives by authorizing and implementing program approval requirements for public schools, nonpublic schools, chartered public schools, home education, innovation schools and innovation zones, learn everywhere programs, education freedom accounts, and other educational pathways as established in state legislation.
ACCOUNTABILITIES :
Authorize, administer, develop plans, procedures, and processes for monitoring educational pathway approval, including public schools (RSA 193-E and Ed 300), nonpublic schools (RSA 21-N:9(o) and Ed 400) , chartered public schools (RSA 194-B and Ed 318), home education (RSA 193-A and Ed 315) , innovation schools and innovation zones (RSA 194-E), learn everywhere programs (RSA 193-E:2(b) and Ed 1400), education freedom accounts (RSA 194-F), and other educational pathways as established in state legislation. .
Identifies and evaluates state regulations and legislative requirements to prepare and maintain educational pathway approval standards and procedures, supports proposed legislation at the direction of the Division Director and the Office of the Commissioner, testifies on legislative bills, and develops processes for monitoring and revising administrative rules as appropriate and necessary.
Collaborate with other department bureaus in the development and evaluation of performance standards and approval standards for the educational pathways assigned to the Bureau and ensure that alignment exists between standards, assessments, and accountability systems and school improvement initiatives.
Develops strategies to assist schools, districts, and educational providers in the use and understanding of educational data to evaluate the effectiveness of educational programs, the development and implementation of local education initiatives, and the planning and implementation of related professional development activities.
Monitors educational research, legislative changes, policy directives, and local, state, and national innovations in educational practices and communicates information to schools, districts, educational providers, parents, and the public.
Control and monitor the administration of Bureau contracts and appropriate financial reports for the various educational pathways assigned to the Bureau and develops state guidance, technical advisories, and other documents necessary to support state and federal laws and regulations and maintain high-quality educational opportunities for all students.
Prepare and provide public testimony for a variety of stakeholders, including the state legislature, the state board of education, local school boards, and other state and national partners as requested
Oversees and manages the operation and activities of subordinate employees and contracted service providers in the Bureau, ensures that subordinate employees receive a timely performance appraisal annually and monitors the performance of contracted service providers to ensure appropriate delivery of services.
Controls and monitors educational pathway program operations and formulates appropriate financial and budgetary reports, complying with all federal grant requirements and state appropriation authorizations, managing budget processes, and preparing and executing service contracts as needed to fulfill state and federal program requirements.
MINIMUM QUALIFICATIONS :
Education: Master’s degree from a recognized college or university with major study in education, educational administration, education leadership, engineering, information science, information systems, business, accounting, auditing, business administration, economics, data management, statistics, computer science, management, planning, public policy, or related field.
Experience: Eight years' experience education, educational administration, business, accounting, auditing, information science, information systems, program monitoring, program administration, program management, project management, engineering, business administration, economics, data management, statistics, computer science, management, planning, public policy, or related field, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
OR
Education: Bachelor’s degree from a recognized college or university with major study in education, educational administration, education leadership, engineering, information science, information systems, business, accounting, auditing, business administration, economics, data management, statistics, computer science, management, planning, public policy, or related field.
Experience: Nine years' education, educational administration, business, accounting, auditing, information science, information systems, program monitoring, program administration, program management, project management, engineering, business administration, economics, data management, statistics, computer science, management, planning, public policy, or related field, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Must possess a valid driver’s license and/or have access to public transportation.
