The State of New Hampshire, Department of Health and Human Services, Project Management Office has a full time vacancy for Deputy Director.

SUMMARY: In partnership with the Director of the Project Management Office, oversees Project Management Office (PMO) operational functions and services to ensure DHHS business and technology projects effectively support department goals and objectives including implementing PMO policies, expanding DHHS adoption of project management best practice methodologies, leading PMO project staff, and working in partnership with department leaders to define, prioritize, and deliver projects aligned with the department mission. Administers the Project Governance framework to increase department-wide awareness of important projects. Ensures the PMO is available to provide support commensurate with the level of project priority, risk and complexity DHHS teams require. Provides strategic and tactical leadership to build and sustain a DHHS center of project management excellence comprised of the staff, tools, processes and services necessary to enable the success delivery of projects.

RESPONSIBILITIES:
Delegates, supervises and supports Project Management Office operational activities to PMO staff with particular focus on services which provide PM training, PM tools, PM template provisioning, PM methodology development and PM coaching services to staff across the DHHS organization. Helps recruit, hire and develops a team committed to serving the project management needs of the Department. Helps ensure each staff member understands his/her role and embraces accountability. Helps monitors and balance staff priorities and workload to optimize efficiency.

Provides executive-level consultative input and direction into strategic department initiatives such as strategic planning, results-based accountability, performance measures, responses to external audits and reports and other system-wide efforts requiring specialized technical and project management organizational knowledge. Serves as project management advisor and coach to DHHS Project Managers and Senior Project Manager to large and complex initiatives, such as those supporting Medicaid and Child Welfare.

Develops and establishes the PMO organization as a center of excellence for promoting project management and project oriented business analysis best practice adoption across the DHHS organization, including tools, techniques, processes, education and qualified workforce.

Assesses and mitigates organizational risks, such as staffing capacity, resulting from multiple active projects and recommends options to better position the Department for successful delivery. Collaborates with Program, Finance and Contracts staff during high risk and complex procurements.

Oversees a project portfolio governance framework (intake, prioritization, selection, tracking and reporting) that is based on sound business and evidence-based practice, increases transparency regarding projects, and encourages shared accountability amongst Department leaders and other stakeholders.

Implements and directs an organization-wide project management strategy that predictably and consistently delivers successful business and technology projects and outcomes. Consistently looks toward opportunities for generating alignment and integration across the Department.

Establishes and builds relationships and trust with Department leaders and stakeholders that reinforce the PMO commitment to be an effective enabling organization including providing services which strengthen division and program level project delivery activities; collaborating closely with division and bureau leadership to resolve project delivery issues related to schedule, cost, resources and quality; defining project management best practices necessary to help ensure successful project execution (policies, process, tools, standards, templates, techniques); providing development and review services for projects; and assisting project teams in the adoption of best practices through training and mentoring.

Identifies professional development needs in PMO staff and others. Establishes curriculum, provides instruction and encourages the use of standard project management methods, techniques and tools.

Acts as a Deputy when the PMO Director is not available to be the official representative of the Department when communicating with Department stakeholders regarding the goals and objectives of the PMO. Compiles, analyzes, and disseminates, as appropriate, management and statistical summaries, reports, metrics, and information to educate and inform decision-making. Testifies to legislative committees to share expertise pertaining to certain department initiatives.

MINIMUM QUALIFICATIONS:

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Master’s degree from recognized college or university with a major study in business, management science, project management, information systems, or other relevant discipline. Ten years in the management of complex business and/or technology projects. Experience supporting or managing a Project Management Office function. Experience must include providing servant leadership in an organizational culture that exists to serve others and thrives on collaboration. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

LICENSE/CERTIFICATION: Valid driver’s license and/or access to transportation for use in statewide travel. Project Management Professional (PMP) certification preferred.

SPECIAL REQUIREMENTS: Possesses the ability to lead and motivate people, encourage teamwork and communicate effectively with senior management and individual stakeholders. Strong organizational skills with attention to detail and ability to multi-task. Collaborative, inclusive style. Exemplary interpersonal, listening, and problem-solving skills. Excellent written and oral communication skills. Strong analytical skills. Responds and follows-through on assigned tasks in a timely and professional manner. Significant knowledge of system development methodologies and project management best practices. Familiarity with Microsoft Office applications and project portfolio management solutions. Follows and seeks to understand industry trends in project and portfolio management and to incorporate related improvements where the Department will benefit.

PREFERRED QUALIFICATIONS: Government / public sector experience and experience in service delivery roles requiring excellent customer service skills is preferred.
