The State of New Hampshire, Department of Safety, Division of Fire Standards and Training and Emergency Medical Services has a full-time vacancy for a Division Director.
SCOPE OF WORK : Under the direct supervision of the Commissioner or his designee, this position administers and supervises the operations of the Division of Fire Standards and Training and Emergency Medical Services in accordance with RSA 21-P:12-a.
ACCOUNTABILITIES :
Responsible for the day-to-day operations of the Division of Fire Standards and Training and Emergency Medical Services, including but not limited to establishing training programs, offering instruction and methods in the prevention of fire, techniques in firefighting, emergency medical services, medical trauma response and services, public information and education, and the administration and management of fire departments and emergency medical services units.
Establishes fees to be collected for tuition, licenses, and services and presents for approval of the Commissioner of the Department of Safety.
Establishes, maintains, approves, and certifies programs, courses, institutions, and facilities for study for all fire service and emergency medical services personnel and recruits according to accepted curricula.
Develops and administers the provision of professional instruction and training for all fire, rescue, and emergency medical services.
Develops and promotes new methods and practices of firefighting, delivery of emergency medical services, rescue operations, injury prevention, fire prevention, and fire and emergency medical services administration.
Disseminates information relative to fire and rescues, techniques of firefighting and rescuing, fire prevention, fire administration, emergency medical services, and other related subjects to all interested agencies and individuals throughout the state.
Plans and provides operational resources as available, for the coordination of emergency medical and adult and pediatric trauma services recommended throughout the state with and between private units and local, county, and state agencies to include provisions for response to mass casualty incidents. Ensures that the plan is tested by exercises from time to time in coordination with other appropriate local and state agencies.
Establishes a data collection and analysis capability that provides for the evaluation of the emergency medical and trauma services system and for modifications to the system based on identified gaps and shortfalls in the delivery of emergency medical and trauma services. Ensures the provisions of RSA 153-A:35 are followed with regard to other uses of this data for research and evaluation purposes, and for protecting the confidentiality of data in those uses.
Carries out investigations as provided under RSA 153-A:14.
MINIMUM QUALIFICATIONS :
Education: Bachelor's degree from a recognized college or university. Master’s degree highly preferred. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Eight to ten years of experience in the Fire Service, Emergency Medical Service, Fire Academy Administration, or related position. Two years in a leadership role required.
License/Certification: Must possess a valid driver's license, Firefighter I/II Certification and National EMT or NREMT Certification.
PREFERRED QUALIFICATIONS : Applicants must possess strong labor/management, leadership and communication skills and have a strong background in fire and EMS operations and administration. Excellent leadership and verbal and written communication skills. High level of organizational, project management and problem solving skills.
SPECIAL REQUIREMENTS :
1. The Director of Fire Standards and Training and Emergency Medical Services shall be nominated by the Commissioner of Safety, after consultation with the Fire Standards and Training Commission and the Emergency Medical and Trauma Services Coordinating Board, for appointment by the Governor, with consent of the Council, and shall serve a term of 4 years until a successor is appointed.
2. Selected candidate will undergo a fingerprint-based criminal background check , motor vehicle record check, and additional background checks in order to ensure suitability for exposure to confidential information.
3. Must carry a cell phone or other mobile notification device.
