The State of New Hampshire, Department of Safety, Division of Motor Vehicles has a full-time vacancy for Title Examiner, SOC Title 43-4030 LICENSE CLERKS-2, which has a 37.5 hour work week and is considered non-exempt.
SUMMARY : Examines and approves title applications and supporting documentation for issuance of a motor vehicle title proving ownership of a motor vehicle consistent with NH motor vehicle laws, administrative rules, and procedures, completing data entry, ensuring that all documents are entered in a timely, efficient, accurate manner within the Title Bureau while providing excellent customer service.

MINIMUM QUALIFICATIONS :
Education : High school diploma or high school equivalency credential . Each additional year of approved formal education may be substituted for one year of required work experience.
Experience : Two years' experience in a responsible clerical position including experience in typing.
License/Certification: None required.
Special Requirements :
1. Candidate(s) will undergo a fingerprint based criminal record background investigation and motor vehicle record check to validate suitability for exposure to confidential information and financial information.
2. Selected candidate(s) will be required to attend and successfully complete an intensive multi-week training program of classroom and on the job training, with weekly evaluations to ensure compatibility, suitability and ability to learn the complex motor vehicle systems, computer systems, processes, procedures, forms and transactions, while providing first rate customer service in an expedient, timely, accurate and polite manner in a high volume customer service area or workstation. Continued employment is contingent upon successfully completing all aspects of the training program within the first six months of employment.
3. May be required to work a flexible schedule including, but not limited to, early morning, evening and/or weekend hours. May be required to travel throughout the State and work at various satellite offices for periods of time.
RESPONSIBILITIES :
Reviews and approves or denies applications for titles and required supporting documents for authenticity, verifying that all applications and forms are properly completed and submitted. Issues titles for approved applications.
Utilizes computerized hardware and software to capture and store source documents in an electronic file format through data entry or other methodology. Enters the required data and information into the DMV database utilizing a personal, mainframe or other computer system, verifying the validity and authenticity of all data and information prior to accepting. Ensures that all data entry is entered accurately and is consistent with the Privacy Act.
Examines specific procedures and consults available resources to validate title application decisions. Prepares correspondence to support application rejection. May recommend investigations because of potential illegal activity or fraud. May submit recommendations for data entry or system improvement.
Collects the appropriate fees in the form of cash, check, money order, credit or debit card at a workstation or customer counter, processes the fee transaction and issues the correct change, if applicable. Issues a receipt indicating payment has been made and accepted, if applicable.
Ensures that the fees are accurate, accounted for and properly secured. Ensures that all motor vehicle materials and supplies are properly secured.
Closes out the daily deposit and petty cash, if applicable, supervised by the Supervisor of Cash Terminal Operations at the close of each business day, submitting daily deposit to the vault or Supervisor of Cash Terminal Operations at the close of each business day.
Conducts training classes on a rotational basis (1/2-day trainings not to exceed once every one to two months) for town and city clerks, lending institutions and licensed dealers on title rules and relegations. Assists with updating training manuals and presentations.
Answers questions at the customer counter, on the telephone and /or contact center regarding various motor vehicle issues, laws, and rules, consistent with the Privacy Act. May assist in other bureaus and sections as assigned issuing licenses, registrations or other related documents at a workstation or customer counter.
