The State of New Hampshire, Department of Safety, Division of Administration, Road Toll Bureau, has a full-time vacancy for Electronic Data Interchange Coordinator (Road Toll Auditor III). This position has a 37.5 hour work week and is non-exempt.
SUMMARY: Process and monitor Electronic Data Interchange (EDI) documents for all accounts licensed with the Road Toll Bureau. The EDI Coordinator is the main contact for EDI and International Fuel Tax Agreement (IFTA) IFTA Processing Consortium (IPC) questions and will work with filers, software providers, other state employees and jurisdictions to resolve syntax and data validation errors. The EDI Coordinator will facilitate the generation of electronic reports for the Road Toll Auditors.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with major study in accounting or business administration.
Experience: Four years' experience in accounting or auditing work that includes consulting, supervisory or administrative experience in the field of auditing.
OR
Education: Associate's degree from a recognized college or technical institute with major study in accounting or business administration, with at least three courses in accounting. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years' experience in accounting or auditing work that includes consulting, supervisory or administrative experience in the field of auditing.
License/Certification: Valid New Hampshire driver's license.
Special Requirements:
Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
RECOMMENDED WORK TRAITS: Extensive knowledge of the Road Toll Law, rules and regulations and department policy. Considerable knowledge of accounting and auditing methods, principles, techniques and practices, including data processing systems as used for accounting purposes. Considerable knowledge of financial report writing. Knowledge of automated systems and proficient computer skills. Ability to apply principles to auditing problems. Ability to audit tax returns and financial statements and supervise a staff of subordinate auditors. Ability to prepare professionally documented audit reports. Ability to read and interpret electronic data processing information and financial reports. Ability to establish and maintain harmonious relationships with officials and employees of companies, the state, officials of other states and the general public. Must be willing to travel throughout the United States when required. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
RESPONSIBILITIES:
Administers and directs all aspects of the Automated Fuel Tax System (AFTS) and the IFTA IPC with regard to the electronic filing of all Road Toll licensees.Manages the AFTS and the IFTA IPC accounts payable and accounts receivable interfaces between New Hampshire First Enterprise Resource Planning (ERP) and reconciles variances between the two systems.
Supervises and manages personnel problems of the road toll audit support staff through an effective mix of training and disciplinary actions.
Has thorough knowledge of New Hampshire tax laws, rules and applicable federal tax laws, applying this knowledge to the entire scope of their duties.
Makes recommendations for updating NH EDI Implementation Guide and corresponding legislation and rules.
Analyzes and queries the AFTS data and reports to provide Road Toll Field Auditors with data to conduct fuel tax audits and investigations.
Submits recommendations for developing and implementing EDI and desk audit policies and procedures.
Coordinates and communicates with the IFTA IPC and the Clearinghouse regarding processing of IFTA fuel tax returns and transmittals.
Coordinates certification of new EDI filers and tracks recurring errors by production filers.
