The State of New Hampshire, Fish and Game Department has a full-time vacancy for Federal Aide Administrator
Summary:
To supervise and administer the Department’s Federal Aid program to include objectives concerned with planning, assessing needs and making recommendations to coordinate federal funding available to the Department. Serves as the Department’s lead contact person and expert on federal grants and compliance. Assists in the formulation and development of the department’s operating policies and procedures and does related work as required under the administrative direction of the Executive Director.
Responsibilities:
Researches, prepares and administers submission of grant and contract proposals to federal, state and private entities to supplement New Hampshire Fish and Game funds in fulfilling Statewide mission and programs. Monitors issues, opportunities, research findings and information in order to plan and recommend proposals for funding from federal agencies and non-governmental organizations. Performs as an Authorized Agency Representative acting on behalf of the Executive Director for the submission of grant applications and the administration of awards in various federal electronic systems.
Monitors and evaluates projects and expenditures to ensure they are executed in accordance with the terms of the appropriate grant agreements, including the timely submission of required reports, and are in compliance with applicable federal and state laws and regulations.
Participates in the development of the Department’s biennial budget and determines projections for Federal Aid revenue and annual apportionments from applicable federal assistance programs. Prepares periodic statistical and analytical reports on federally funded programs. Participates in periodic review and analysis of budgeted versus actual federal revenues. Participates in preparation of Fiscal Committee/Governor and Council requested actions related to federal grants.
Responsible for program performance, financial management, civil rights and handicap access transition plan audits conducted by the U.S. Fish and Wildlife Service, U.S. Department of the Interior, U.S. Department of Commerce, U.S. Department of Agriculture, and other federal agencies, as applicable, in conjunction with New Hampshire Fish and Game Department Federal Aid programs.
Coordinates with the Business Division Chief to assure that all accounting, costs and financial reports are consistent with grant requirements and federal/state cost standards. Performs internal audits of expenditures relative to federal aid eligibility for grant reimbursement.
Administers the annual submission of grant performance reports, coordinating report compilations of narrative, statistical, and financial information.
Develops policies and procedures for the administration and utilization of Federal Aid funds in compliance with the Uniform Guidance for Federal Financial Assistance. Evaluates operational and cost effectiveness of programs funded or regulated by the state or federal government. Explains and interprets program policies, procedures and guidelines for federally funded programs, to include review of federal laws and the Code of Federal Regulations (CFR).
Coordinates project or program activities with other programs within the Department, as well as other state and federal agencies.
Represents the department at various state and national meetings, communicates with state and federal committees and officials on federal aid issues. Attends civic group meetings to present agency activities and answer questions from the public. Schedules and participates in public hearings to discuss matters pertaining to federally funded programs.
Investigates, evaluates and recommends the proper course of action for the New Hampshire Fish and Game Department and other state agencies and organizations for projects and programs funded in whole or in part by Federal Aid funds awarded to the Department.

MINIMUM QUALIFICATIONS:
Education: Master’s degree from a recognized college or university with major study in resources management or related biological science, public administration, government, or business administration
Experience: Five years’ professional experience as a program administrator performing management level work or research in a field of related specialization, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
OR
Education: Bachelor’s degree from a recognized college or university with major study in resources management or related biological science, public administration, government, business administration, accounting or finance.
Experience: Six years’ professional experience as a program administrator performing management level work or research in a field of related specialization, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Valid New Hampshire driver’s license.
PREFERRED QUALIFICATIONS: Knowledge of program administration and evaluation. Knowledge of state and federal laws relating to the programs within assigned area. Knowledge of the principles of supervision, administration, systems management and community organization as applicable to specialized program area. Ability to prepare budgets. Ability to express ideas clearly and concisely both orally and in writing. Ability to analyze program effectiveness. Ability to speak before public groups and legislative committees. Ability to establish and maintain effective working relationships with federal, state and other public officials. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
