The State of New Hampshire, Department of Transportation, Bureau of Turnpikes, has a full-time vacancy for an Internal Auditor I.
Summary: To perform professional internal auditing duties with responsibilities for conducting reviews of revenue collection procedures, accounting, logistical and other financial operations. Reports results through analyses, appraisals, recommendations and pertinent comments to assist in managing the Turnpike financial operation.

MINIMUM QUALIFICATION:
Education: Bachelor's degree from an accredited institute of higher education with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Two (2) years of experience in accounting or auditing work, including consultative, supervisory or administrative experience in the field of auditing. Each additional year of approved work experience may be substituted for one year of required formal education.
LICENSE/CERTIFICATION: Applicant must possess a valid driver's license. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.
RESPONSIBILITIES:
Develops an annual audit program to evaluate the adequacy and effectiveness of the Bureau’s system of internal controls. Reviews independent audit reports, existing procedures, and segregation of duties to evaluate internal controls. Schedules audits in areas having control weaknesses and higher degrees of risk.
Performs moderately involved and complex internal auditing work to evaluate the effectiveness of the toll collection system through a review of procedures, computerized traffic and revenue reports, digital video audit system (DVAS), E-ZPass Back Office System, and field visits to Bureau facilities. Requires partial supervision of toll, administrative, and contracted operation employees by providing training in the areas audited, giving instruction, and checking work.
Prepares written audit reports detailing the objective, scope and findings of each audit and formulating recommendations for improvements to revenue collection and financial operations, including accounts receivable, accounts payable, purchasing, inventory control and payroll. Recommendations should be based upon knowledge of the principles of auditing and accounting and upon the audits and reviews completed on the Bureau’s financial, revenue collection and logistical systems.
Develops electronic data processing methods that will result in computer outputs depicting developing revenue, traffic and budgetary expenditure trends.
Prepares traffic and revenue reporting to provide and advise management with analysis of activity, including budgetary and fiscal management.
Periodically reviews accounts receivable, accounts payable, rental agreements, payroll/leave, security access and property damage claims to ensure compliance with State RSA’s, rules and regulations, and Department and Bureau policies and procedures.
Reviews (SOC1) Service Organization Control reporting to identify controls recognized and implemented as well as potential control deficiencies at the contracted E-Z Pass Back Office.
