JOB SUMMARY
The Data Analyst Specialist plays a supporting role within the Ad Valorem Division by collecting and analyzing data for mandatory reporting purposes. This position works closely with the Senior Data Specialist by taking on projects as assigned and providing analytical data support for various program, studies, and assessment, assignments both internally and externally.
DUTIES AND RESPONSIBILITIES
This job description describes the general nature and level of work performed by employees assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities and skills.
- Collects and data enters the county abstracts, the homestead exemption reports, and the additional homestead exemption reports submitted by the counties each year; Reviews for accuracy on all county abstracts in order to receive certification annually by the State Board of Equalization;
- Assist in generating various analytical and statistical reports, projections, etc. as required by statute or requested by division or agency leadership, the state legislature, or other state agencies;
- Assist in Producing and distributes reports;
- Assist in generating various graphs and charts for in-house use and distribution;
- Interacts with county assessors concerning levies, valuations, and other correspondence.
- Assist in maintaining several databases and reports for a wide-range of programs, studies, and/or assessments;
- Assist in maintaining Report of Net Assessed Valuation and Millage for all counties and their respective taxing jurisdictions. Maintains data that is utilized in statistical and analytical reports;
- Collects and data enters mileage reports submitted by railroad companies for private car owners for Freight Car Tax
- Other duties as assigned
COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge
- Data gathering, cleaning, and transforming techniques;
Ability
- Use graphs, infographics and other methods to visualize data;
- Independently motivated and self-starter;
- Utilize presentations and/or reports based on recommendations and findings;
- Structure large data sets to find usable information;
- Be adaptable and capable of working in fast-paced environments.
Skills
- Exceptionally detail-oriented; Accuracy is a must.
- Strong computer skills;
- Excellent skills in Microsoft applications, with an emphasis in Excel and Access;
- Strong written and verbal communication skills;
- Strong problem solving, analytical, and technical skills;
- Time management skills with the ability to meet deadlines.
MINIMUM QUALIFICATIONS
- A Bachelor’s degree in business management or related field.
- OR an equivalent combination of education and experience, substituting one year of general business experience in the field of managing, processing, or keeping records compliant and balanced for each year of the required education.
PREFERRED QUALIFICATIONS
Preference may be given to applicants that are OSU CLGT accredited in the Assessor Training and Accreditation (ATAP) program.
PHYSICAL DEMANDS
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 10 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.
SPECIAL REQUIREMENTS
Travel may be required for this position.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
