Job Description
POSITION SUMMARY
The MV Lien and Title Correction Specialist is assigned responsibilities for reviewing applications for title and authorizing the issuance of titles on vehicles, boats, and motors for the Motor Vehicle Division of Service Oklahoma.
The Motor Vehicle Lien and Title section plays an essential role within Service Oklahoma. MV Lien and Title Correction Specialist are responsible for reviewing for accuracy of information submitted to the agency by vehicle dealers, lien holders, Licensed Operators, and other entities. Specialists ensure and verify that all information is correct on liens and title records. Providing assistance to the aforementioned parties.
POSITION RESPONSIBILITIES

Answers incoming calls from Licensed Operators, Dealers, Lien Holders, etc.
- Address inquiries, resolve problems, or fix errors on liens and titles.
- Aids and assists in recording and releasing liens.

Responds to questions and inquiries via telephone, mail, fax, or in-person from taxpayers, Licensed Operators, lien holders, other states, and stakeholders.
- Provides routine interpretation of tax laws or refers more complex questions to the appropriate division personnel.
- Assists taxpayers and Licensed Operators in complying with the law.

Reviews documents related to the issuance of vehicle, boat, and motor titles to ensure accuracy, the presence of source documents and compliance with tax laws.
- Calculates excise taxes and registration fees on boats and motors.
- Checks vehicle identification numbers and title numbers against the Manufacturer's Statement of Origin and other documents
- Identifies discrepancies and returns documents to the taxpayer for correction or contacts taxpayer or tag agent for clarification.
- Authorizes the issuance of such titles.

Reviews documents related to foreclosure actions on vehicles, boats, and motors to ensure accuracy, the presence of source documents and compliance with tax laws.
- Identifies discrepancies and returns documents to the taxpayer for correction or contacts the taxpayer for clarification.
- Approves the foreclosure action and notifies the taxpayer that he/she may obtain a title.
- Provides routine interpretation of tax laws or refers more complex questions to the appropriate division personnel.
- Assists taxpayers and tag agents in complying with the law.

Reviews issued titles from both tag agents and agency personnel to ensure such actions were in accordance with applicable tax laws.
- Proofs vehicle identification numbers and title numbers against Manufacturers Statement of Origin or other documents.
- Identifies discrepancies.
- Returns titles and supporting documents to the Licensed Operator or owner of record specifying the information needed.
- Reviews and audits a record prior to release of Oklahoma title.
- Prepares title and foreclosure documents for imaging.
- Responsible for processing lien releases by lienholder request
- Responsible for escalating requests for update or corrections on NMVTIS
- Processes all title or record updates with no payment.
- Other duties as assigned.

- Knowledge of office practices and procedures; of business math and accounting terminology and procedures, including maintenance of records.
- Ability is required to read, comprehend and apply various rules and regulations; to inspect and verify records; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others.

- The Level I is an entry-level position where employees are responsible for performing various routine duties related to MV functions.
EDUCATION & EXPERIENCE
The preferred minimum qualifications for this position are:
Level I
- An Associate’s Degree in any field
- OR two (2) years of experience in a related field,
- OR equivalent combination of education and experience
SPECIAL REQUIREMENTS
- The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
- This position may require part-time telework due to the needs of the agency. This position requires the employee to work on-site and telework at an off-site location, generally in the employee’s home. The telework location must have a reliable, secure internet connection.
- This position may require occasional travel. The employee must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel.
- This position works in a comfortable office setting with a computer for a large percentage of the workday.
