Job Description
PAYROLL PROGRAM MANAGER
Location: ODOT, 200 NE 21st, Oklahoma City, in the HR Division in the Payroll Section.
Exempt
Full-time in-office
40 hours a week

Basic Purpose
Employees in this position will play a critical role in overseeing and managing the agency payroll operations, time and labor and leave programs, ensuring compliance with federal, state, and local regulations, and maintaining accurate records.
Typical Functions
- Oversee and manage payroll processes, ensuring accurate and timely processing.
- Maintain payroll records, including all deductions, bonuses, and adjustments.
- Ensure compliance with applicable local, state, and federal laws and regulations related to payroll.
- Perform regular audits of payroll and leave data to ensure accuracy and resolve discrepancies.
- Assist in the implementation and improvement of payroll procedures and leave programs to increase efficiency.
- Manage external and internal audits related to payroll and leave, providing necessary documentation and explanations as needed.
- Ensure compliance with relevant labor laws, such as the Family and Medical Leave Act (FMLA)
- Advise employees and managers on leave policies, eligibility, and procedures, providing guidance on appropriate documentation.
- Review active employee leave plans, ensuring they align with policies and applicable laws.
- Promote a positive, collaborative work environment within the payroll and leave branch.
Level Descriptor
Levels are distinguished based on the complexity of assigned duties, the level of expertise required to complete work assignments, and the responsibility assigned for supervising others. Payroll activities and tasks range from basic to complex. Employees at this level may be recognized as experts in the various areas of payroll administration.
At this level, employees are assigned responsibility for program management operations of an agency that is limited in size and scope. This may include those in an agency or institution with less than 200 FTE and a payroll staff of 4 or less. It also includes positions that are assigned responsibility for assisting in the direction of payroll and leave operations of an agency of moderate size and scope.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities at this level include knowledge of payroll management policies and procedures, ability to work independently and in a team environment, interpretation and application of laws and rules concerning payroll and leave, communication effectively both orally and in writing, organization and conduct of several projects simultaneously, and analysis of complex situations and adoption of an appropriate course of action.
Education and Experience
Education and Experience requirements at this level consist of a bachelor’s degree plus three years of professional payroll, accounting, or finance administration experience or an equivalent combination of education and experience, substituting one year of technical payroll, accounting, and finance experience for each year of the required bachelor’s degree.
