The DIAS Contract and Business Manager carries out the program office responsibilities for DIAS program units, related to budgets, contracts, procurements, direct charges, PIAs, and any other financial responsibilities that fall under the DIAS portfolio programs, projects, and initiatives, including SUNY Online, the Office of Library and Information Services (OLIS), SUNY OER Services, Academic Innovation, FACT2, IITG, Digital Academic Support Solutions, the Digital Learning Environment (DLE), and Electronic and Information Technology (EIT) Accessibility. The DIAS Contract and Business Manager serves as the liaison between DIAS leaders and all of the Business Office operations, including Procurement and Contracting, Budget Planning, Accounts Payable, Travel, etc., and is responsible for ensuring that all financial operations for DIAS are compliant with SUNY and NYS policies and procedures.
Responsibilities:
Work with the Senior Associate Provost and DIAS leaders to develop annual budgets for each unit and for all DIAS led initiatives (including Digital Transformation Project initiatives).
Work with the Business Staff Assistant to ensure accurate processing of all DIAS financial transactions and detailed tracking of all DIAS expenditures against established budgets.
Work with the DIAS leaders to establish and maintain business models for direct charges for shared services provided by DIAS units to SUNY campuses.
Work with DIAS leaders to facilitate the preparation of direct charges and PIAs for all DIAS provided shared services and DIAS managed contracts.
Work with System Administration Business Office on the distribution and tracking of completed PIAs and direct charge billing and provide regular updates to DIAS leaders on the status of PIAs and direct charges.
Provide support to DIAS leaders in the preparation of documentation and justification for expenditures to meet SUNY Business Office requirements and ensure smooth processing of financial transactions.
Provide assistance to DIAS leaders in preparing program office documentation for all DIAS unit and university-wide procurement activities, including RFPs, contract reporter ads, purchase orders, and OSC Exemption requests.
Work with DIAS staff/leaders and the Contracts office to track the status of contracts and prompt DIAS leaders in advance of contract end dates and renewals to ensure that appropriate decisions can be made and that contracts do not lapse.
Manage all aspects of DIAS finances, including oversight of all revenue, management of accounts, reconciliation of accounts, and year-end close-out, and provide quarterly status updates to the Senior Associate Provost, Assistant Provost for Fiscal Affairs, and DIAS leaders.
Coordinate interdepartmental transfers for revenue and expenditures with other System and U-wide offices and execute reconciliation transfers at the end of each fiscal year.
Recommend, develop and implement business solutions as appropriate for business services, operations and projects to improve the efficiency and effectiveness of information flow, record keeping and reporting.
Supervise the DIAS Business Staff Assistant responsible for the processing/tracking of all DIAS financial transactions and supporting the financial operations across the DIAS units.
Serve on DIAS Leadership team and attend meetings for all DIAS program units to engage in the development of strategic plan, policy development and review, and development and review of Service Level Agreements.
Contribute to the development of DIAS unit strategic plans as appropriate.
Job Requirements:
Required Qualifications:
Bachelor's degree from an accredited higher education institution.
At least 5 years of experience managing complex financial operations with both revenue and expenditures
Experience leading cross-unit projects.
Experience preparing budgets and YTD status reports, establishing pricing models for services, and working on or leading requests for proposals (RFPs)
Experience with Business Intelligence tools, including generating queries, and creating reports.
Supervision of staff.
Excellent oral, written, and interpersonal communications skills, including the ability to explain technical concepts in non-technical terms.
Proficiency with Excel, including pivot tables, and PowerPoint.
Excellent customer service and support oriented-approaches to interaction.
Works well in a positive, high energy team environment.
Preferred Qualifications:
Master's degree
At least 3 years of recent experience working in higher education
At least 3 years of recent experience with public procurement, including RFPs and contract management
Familiarity with NYS financial policies and procedures
Additional Information:
Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $87,000-$98,000 annually.
This position is best suited for someone who prefers participating in a fast paced, collaborative team environment. Occasional travel may be required.
