Overview

This supervisory position will oversee multiple task orders, including financial, contracts, acquisitions, and team members. Must have knowledge of Department of State, strong program management experience from $50 to $100M, and leadership skills.  Must hold a Bachelor's degree or equivalent and comparable education in the relevant field—experience in growing programs and client relations. Must have and maintain a TS Security Clearance. The Program Manager will coordinate and monitor assigned programs' scheduling, pricing, and technical performance. Ensures adherence to program master plans and schedules and develops solutions to program problems. Develops and maintains a support tracking system, ensuring that all associated administrative and support requests are fielded, and advises the program team regarding projects, tasks, and operations. Monitors and reports the progress of all assigned programs. Ensures compliance with program contractual, cost, and schedule objectives and develops quality assurance standards and checks.  Review all customer evaluations and institute corrective actions to satisfy customer concerns. Interview candidates for all associated positions; recommend appointment, promotion, or reassignment to such positions.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Determines appropriate services with clients or customers to define project scope, requirements, and deliverables.
  • Develops, modifies, or provides input to project plans.
  • Implements project plans to meet objectives.
  • Coordinates and integrates project activities.
  • Manages, leads, or administers project resources.
  • Monitors project activities and resources to mitigate risk.
  • Implements or maintains quality assurance processes.
  • Makes improvements, solves problems, or takes corrective action when problems arise.
  • Develops detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
  • Review programs/projects to determine how they are accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished promptly.
  • Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.
  • Draft guidance and direction regarding program management and reporting
  • Manages short- and long-range planning activities, including multi-year work plans that are the products of subordinate organizational projects/programs.
  • Develop quality standards for assigned program(s). Develop quality assurance policies and procedures.
  • Establishes and maintains relationships with partnering companies.
  • Develop new business opportunities.

REQUIREMENTS/QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE:

 

  • Bachelor’s degree in a relevant field required; MBA preferred.
  • Ten (10) years of prior experience working in/with Department of State that include increased responsibility from managing individual projects to overseeing multiple projects/portfolios of projects in a program, excellent communication, and strong critical thinking skills.
  • One of the following certifications: Program Management Professional (PMP) certification, Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), or other acceptable program certifications.

 

SKILLS, KNOWLEDGE AND ABILITIES:

 

  • Excellent verbal and written communication skills to articulate insights and analysis to relevant stakeholders.
  • Excellent organizational and planning skills
  • Must be knowledgeable with Microsoft Office to include Excel and Access
  • Excellent written and oral communication skills to prepare concise recommendations, reports, and briefings.
  • Capability to plan, organize, and complete studies and analyses.
  • Must be proficient with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Ability to work well with all levels of management and staff.

Coordinates, supervises, and/or manages support personnel.

 

ADDITIONAL QUALIFYING FACTORS:

 

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances. May require occasional travel.
