Program Analyst
Office of Net Technical Assessment ONTA

We are seeking a Program Analyst to provide support to the Office of the Assistant Secretary of Defense (ASD) Acquisition, Technology & Logistics (AT&L) Research & Engineering (R&E) Office of Net Technical Assessment (ONTA). This position shall provide support to the OUSD(R&E)/SIAC in the areas of Intelligence and analysis related matters.
Candidates must have a current TOP SECRET clearance, SCI ability to obtain and maintain SCI.

Responsibilities
Engage with ONTA/OASD(R&E)/OUSD(AT&L) to align complex analysis efforts to established S&T Priorities as outlined by the Department of Defense and associated services/agencies/offices
Identify and interface regularly with DoD Senior Leadership, OASD(R&E) Communities of Interest, the Intelligence Community, FFRDC and UARC performers, and all other applicable Service and Agency representatives, in order to timely and effectively identify, execute, and evaluate analytic efforts
Develop and maintain program tracking files and systems for all analytic efforts to provide regular and ad hoc status updates to DoD Senior Leadership, study Stakeholders and Sponsors, and other audiences as appropriate
Prepare and deliver tailored summaries of analytic efforts to Stakeholders/Sponsors, DoD Senior Leadership, and broader audiences of relevance/interest
Create and retain complete archival libraries of all relevant study materials
Coordinate the production and delivery of weekly status reports to Dir., ONTA and OASD(R&E) Senior Leadership. These reports will highlight analysis activities, established partnerships, and briefings/presentations of relevance that ONTA delivers to internal and external audiences
Provide interface between the USD(AT&L)/ASD(R&E)/ONTA and Defense Special Access Program Central Office (SAPCO) in support of ONTA studies
Support the OSD SAPCO in drafting plans, developing supporting documents, and coordinating personnel matters related to ONTA SAP studies
Maintain interface with other government agencies, organizations, contractors, laboratories, and Federally Funded Research and Development Centers (FFRDCs) to accomplish Intelligence and analysis related required support
Provide assessment of current intelligence and open source analysis available on the Joint Worldwide Intelligence Communications System (JWIC) or other appropriate media as it relates to the Government's priority intelligence needs
Update and maintain the USD(AT&L)/ASD(R&E) Intellipedia site on the JWIC and the DoD Techipedia site on the Non-classified Internet Protocol (NIPR)
Coordinate, research, draft and staff the annual S&T Intelligence Needs Plan throughout the DoD S&T community; and, identify articles or analysts that address the intelligence needs
Coordinate engagement between S&T analysts and the intelligence community
Distribute information on intelligence needs as appropriate
Distribute the Scientific and Technical Intelligence newsletter monthly
Coordinate and provide responses as needed to intelligence community analysts and researcher/engineer queries, comments, and content provided on the JWICs Intellipedia site and DoD Techipedia site
Support Director, SIAC in the interaction between the USD (R&E)/SIAC and Defense Special Access Program Central Office (SAPCO) in support of ONTA studies
Support the OSD SAPCO in drafting plans, developing supporting documents, and coordinating personnel matters related to SIAC SAP studies
Provide OPSEC support for OASD(R&E) and ONTA activities - to include handling, storage, and security of classified materials, maintaining accurate and up-to-date visitor access rosters, and physical security while working in SCIFs
