The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel needs and change in duties as needed. The Academy Training Instructor , under general direction, is responsible for instructing and facilitating training courses for the TDEM Emergency Management Academy (Academy) in an adult learning education environment. Duties include but are not limited to developing, designing, delivering and evaluating various courses and exercises related to all phases of emergency management. This role will utilize knowledge of adult learning theories and learning styles to maximize learner success and ensure overall effectiveness of the course instruction. The Academy Training Instructor will utilize all resources of adult instruction to present and teach course material relevant to the TDEM EM Academy. In addition, this position will facilitate the updating and revising of courses in the curriculum development process and review new instructional materials, as requested. Academy Training Instructor will maintain records, reports, and documentation of learning activities during each course or exercise delivery.
This position reports to the Academy Training Coordinator.
HOURLY RATES BASED ON INSTRUCTOR LEVEL :
35.00 hourly (I)
45.00 hourly (II)
55.00 hourly (III)
- Classification and hourly rate will be determined based on level of education, experience, and skillset.
Note : This is a Temporary / Casual position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours in this role. Temporary / Casual positions are ineligible for employee benefits and have a finite term that is subject for renewal each fixed term based upon business needs. The Academy Division Chief will determine the Instructor Level based on business needs and funding.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :
Develops, designs, instructs and evaluates various courses within a specified program related to Academy cadets or emergency management professionals.Prepares training material and ensures that the classroom is prepared for class delivery to include setting up and tearing down equipment, course props and other materials.Assists the Academy Training Coordinator and leadership to ensure course is effectively and efficiently presented in accordance with Academy curricula.Maintains subject matter expertise on emergency management related topics of instruction.Administers, maintains and ensures completion and collection of student attendance roster, registration forms, pre-test / post-test, course evaluation, and delivery records forms.Provides administrative support and technical assistance for the Academy.Ensures Academy cadets and participants have achieved the objectives of the training course.Promotes teamwork by coordinating and collaborating with other personnel assigned to the program, other programs, divisions, and entities to maintain and further develop the program.Under the direction of Academy leadership may coordinate and oversee corrective action of Academy cadets.Completes reports and other related documentation following course completion in a timely manner.Debriefs and provides feedback with the instructional team, as applicable, to determine delivery areas of improvement.Provides support to EM Academy leadership in the development and maintenance of academy courses, policies, and procedures.Conducts specific and / or ongoing evaluation actions for assigned training activities and related learning events, using evaluation instruments, observations, examinations, and questionnaires.Complies with state and federal laws / codes and Texas A&M University System / TDEM Policies and Procedures.All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.Interacts professionally and respectfully with students, staff, and external partners.Submits time worked and travel expenses / receipts within the required time frame.Maintains and safeguards assigned TDEM issued equipment and access.Maintains a professional appearance and follows all dress codes associated with work activity.May be required to deploy during a state disaster.May be required to instruct in other parts within the state of Texas when needed.Ability to travel (25%).Face-to-face and person-to-person interactions are required.Maintains a regular course of attendance during authorized work schedule.This document represents the major duties, responsibilities, and authorities of this job, and is not intended to be a complete list of all tasks and functions.

High School diploma or GED.Experience Requirements
Four (4) years of experience with emergency management operations or related field to include emergency management preparedness, response, mitigation and recovery, including one (1) year of adult education and / or training.Academy Training Instructor Level II :
Education Requirements
Bachelor's degree in related field from an accredited four-year college or university or equivalent combination of education and experience.Experience Requirements
Three (3) years of experience with emergency management operations or related field to include emergency management preparedness, response, mitigation and recovery, including two (2) years of adult education and / or training.One (1) year supervisory experience.Academy Training Instructor Level III :
Education Requirements
Bachelor's degree in related field from an accredited four-year college or university or equivalent combination of education and experience.Experience Requirements
Five (5) years of experience with emergency management operations or related field to include emergency management preparedness, response, mitigation and recovery, including three (3) years of adult education and / or training.Two (2) years supervisory experience.PREFERRED QUALIFICATIONS :
Bachelor's degree in a related field from an accredited college or university.Experience in one or more of the four phases of Emergency Management Phases -Response, Recovery, Mitigation, and Preparedness.Experience in designing and providing adult training related to emergency management.Certification in any of the following areas : Emergency Management Professional Development Series, Emergency Management Advanced Professional Series, National Emergency Management Basic Academy (NEMBA), COOP Practitioner Level I.Emergency Medical Technician Basic Certification.Additional relevant education may be substituted for work experience stated above on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience. Additional work experience or the related type described above may be substituted for the education requirement on a year-for-year basis.KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of adult learning theories and adult learning styles.Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers and incident command operations in emergency response settings.Ability to provide instruction in emergency management operations, mitigation, recovery, preparedness, and response.Knowledge of exercise design and / or evaluation.Ability to create, revise, and deliver curriculum and instructional material.Ability to conduct specific and / or ongoing evaluation for assigned training activities and related learning events using evaluation instruments, observations, examinations, and questionnaires.Ability to coordinate and facilitate planning meetings and project deliveries.Ability to communicate orally and in writing.Must possess the ability to interact comfortably and professionally and instruct all levels of management in any organization.Ability to travel independently to other and / or remote locations by driving and / or flying on commercial airlines.Must possess effective verbal and written communications skills and be able to interact with a variety of instructional, management and support staff at all levels, including senior incident personnel.Must possess excellent organizational skills and can routinely and effectively handle multiple tasks.Proficiency with Microsoft Word, Excel and PowerPoint.REGISTRATION, CERTIFICATION OR LICENSURE :
