GENERAL DESCRIPTION :
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changes in duties as needed.
The Tech Hazards Program Specialist, Training, works under general supervision in the Special Hazards Unit of the Emerging Threats and Special Hazards Section. This position is responsible for coordinating comprehensive hazard programs and training for both internal and external stakeholders. Work involves supporting program goals and objectives; assuring adherence to program guidelines, procedures, policies, rules, and regulations; coordinating schedules, priorities, and standards for achieving program goals; assessing and coordinating program activities; coordinating and evaluating budget requests. Responsibilities include overseeing, developing, and assessing unit programs focused on hazardous materials response. Creates maps for use in Hazardous Materials Planning and Emergency Response. Works on cybersecurity matters related to hazardous materials.
This position reports to the Unit Chief, Special Hazards.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :
Plans and manages the coordination of comprehensive hazard programs and training for internal and external stakeholders.Assists in establishing short and long-term goals, strategic planning, training coordination and the development of policies and procedures for the Special Hazards Unit of the Emerging Threats and Special Hazards Section.Collaborates with others to create new and expanded Special Hazards programs, identifying funding opportunities.Develops and maintains relationships with stakeholders and assists in the preparation and monitoring of budgets for grant funded programs and events.Plans, implements, and evaluates programs, preparing reports on program activities.Coordinates and audits training for skill development programs and activities related to hazardous material emergencies, facilitating workshops and meetings.Interprets, analyzes, reviews, and advises on state and federal regulations, codes, legislation, and rules affecting emergency management, FEMA, and TDEM.Collaborates with internal and external stakeholders, government bodies, and elected officials to develop effective hazardous material response strategies.May work on security projects related to hazardous materials.Develops training course flyers, promotional materials, and other program materials; researches, develops, reviews, and evaluates program materials; recommend modifications as appropriate.Develops GIS map products using ESRI ArcPro software for use in hazardous materials planning, and emergency response.May assist with designing, developing, and delivering in-house hazardous material awareness training courses to TDEM personnel.Assists in identifying the program needs of clients and TDEM regions.Compiles data and prepares reports, including budgets for programs in the unit, and may manage contracts, databases, and records.Represents TDEM at relevant meetings, seminars, task forces, committees, and conferences.Serves as an administrator and technical support for the TDEM Texas Homeland Security Preparedness website (PreparingTexas.org).Coordinates with the Media and Communications Division to market the unit's hazardous materials programs to community and professional groups to encourage and improve interest in emergency preparedness.Monitors and review compliance with contractual requirements, program policies and procedures, statutes, and rules.Rapidly assimilates information related to emergency management, state and federal regulations, legislation, guidelines, policies, and procedures.Examines data and information to identify trends, relationships, and causal factors, draws accurate conclusions, solves problems, and prepares reports of findings and recommendations.May serve as a member of the State Operations Center (SOC) during emergencies and disasters.Must be able to travel to conduct course audits statewide.Ability to travel 25% of the time.Performs other duties as assigned.Face-to-face and person-to-person interactions are required.Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.This document represents the major duties, responsibilities, and authorities of this job, and is not intended to be a complete list of all tasks and functions. MINIMUM QUALIFICATIONS :
Education - Bachelor's degree from an accredited four-year college or university or equivalent combination of education and experience.
Experience - Minimum of eight (8) years of related experience.
Preferred Qualifications :
Education - Graduation from a four-year college or university with a major or coursework emphasis in Emergency Management, Homeland Security, Criminal Justice, Public Health, Planning, Public Administration, or directly related field of study.Experience - Experience working in emergency services (first responder), emergency management, hazardous materials, grant management, or first responder training coordinator.Certifications - Cybersecurity certification, Hazardous Materials Technician, or related.Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one (1) year experience equivalent to thirty (30) semester hours. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.KNOWLEDGE, SKILLS, AND ABILITIES :
Knowledge and ability to apply regulations for hazardous materials response (e.g., OSHA 29 CFR 1910.120, and NFPA 470 / 472 / 1072 / 1006).Knowledge and ability to apply regulations and guidance for the Department of Transportation Pipeline and Hazardous Materials Safety Administration's (PHMSA) Hazardous Materials Emergency Preparedness grant (HMEP). Knowledge and ability to apply regulations and guidance for the Department of Transportation Pipeline and Hazardous Materials Safety Administration's (PHMSA) Pipeline Emergency Response Grant (PERG).Knowledge of grant management and ability to monitor award funds.Knowledge of creating and maintaining GIS maps.Knowledge of the project management cycle.Knowledge of contracts.Knowledge of laws, statutes, and policies for handling confidential or personally identifiable information (PII - to include proprietary and institutional data associated with personnel) data and requirements for the maintenance and dissemination of this data and information.Knowledge and ability to rapidly assimilate information related to TDEM, State and Federal regulations, legislation, guidelines, policies, and procedures.Knowledge of emergency management activities, management, administrative principles, practices, and techniques.Strong and effective verbal and written communication skills.Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working / professional relationships with internal / external customers.Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment.Ability to meet multiple projects and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.Ability to access relevant information and construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.Must demonstrate an ability to examine data / information, discern variations / similarities, identify trends, relationships, and causal factors, grasp issues, draw accurate conclusions, and solve problems.Ability to assess the effectiveness of unit programs and stakeholder needs.Proficiency in MS Office, and using technology hardware (computer workstations, printers, Learning Management Systems (LMS)).Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws / statutes / policies related to access, maintenance, and dissemination of information.Availability for after-hours, weekend, holiday, overnight, and emergencies is required, including twelve (12)- hour shifts during State Operation Center activations / disaster response with limited relief.REGISTRATION, CERTIFICATION OR LICENSURE :
Must successfully complete the following courses within twelve (12) months of employment : ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, ICS-800, and the FEMA Professional Development Series. Obtain adult training certification within 18 months of employment. Obtain a Pro-Board Hazardous Materials Operations Certification within 18 months of employment.
Must possess a valid Texas driver's license from the state of residence.
