The Team Leader, Substance Use Diversion is a part of the management structure of the program. The Team Leader, Substance Use Diversion works in a fast‐paced police department setting, clinically and administratively leading the 7 day/week program.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assumes the leadership role within the program’s assigned team and in the daily monitoring of implementation of evidence based practices. Models evidence‐based practices and treatment philosophy, ensuring team’s practice demonstrates a high level of fidelity to Motivational Interviewing, Trauma‐Informed Care, and Harm Reduction.
  • Provides weekly individual clinical supervision to counselors as well as leads team clinical staffing meetings.
  • Actively leads, oversees, as well as provides direct services, including responding to referrals, and conducting screening, assessment, linkage, case management, and follow‐up engagement activities.
  • Collaborates with police department staff to respond to and generate referrals, effectively managing volume and maintaining communication with police department staff.
  • Coordinates program coverage needs, working to ensure appropriate staffing coverage for planned and unplanned staff absences. Provides coverage as needed to ensure daily operations of programming.
  • Refers individuals who screen negative for the presence of risky alcohol and/or substance use (thus ineligible for treatment services) back to the police.
  • Effectively engages referrals who are appropriate for treatment with Thresholds Substance Use Treatment services in completing a full assessment, including obtaining informed consent, conducting assessment interviews using standard and open‐ended questions in order to properly diagnose the presence of a substance use disorder, and determining treatment needs/preferences to make treatment recommendations.
  • Uses knowledge of behavioral health conditions in screening and assessment of risky substance use behaviors to effectively evaluate the interplay of behavioral and substance use conditions and behaviors.
  • Collaborates with referral and linkage resources to effectively link referrals to needed treatment services.
  • Meets required productivity targets and completes all documentation within assigned time frames. Monitors and coaches staff on meeting productivity measures.
  • Reviews all required documentation. Maintains the quality, validity and confidentiality of individual case records according to CARF, SUPR, Medicaid standards and agency policies and practices. Assures that all assigned documentation is completed accurately, on time and is organized in a systematic manner.
  • Assists with special tasks as assigned, including but not limited to representing the agency at meetings, conferences, supervising students/interns, and orienting and training new staff.
  • Conducts annual evaluations in a timely manner for all team staff. Develops specific goals and objectives, and provides the method and opportunity for each team staff member to succeed in their professional development.
  • Participates in the hiring sequence of the agency, and makes recommendations on the hiring or termination of team staff.
  • Follows program standards for outcome collection to support program evaluation.
  • Assists Program Director with the development and coaching of staff, to ensure they consistently meet agency standards.
  • Other duties as assigned.
  • Works 2nd shift Monday-Friday. Shifts can be 12pm-8pm, or 3:30pm-12am depending on the needs of the program that day.

MARGINAL DUTIES & RESPONSIBILITIES

  • Performs and participates in follow up activities aimed to engage enrolled members in their treatment services.
  • Participates in the implementation of Thresholds emergency plans related to extreme weather or other emergency conditions.
  • May be required to work flexible schedules and be available to work on weekends or evenings.
  • May be required to be on call or provide afterhours coverage.
  • May be required to communicate significant information regarding members to other staff and supervisors. Provides accurate and timely information to supervisor on all topics and issues related to the operation of the agency and the well‐being of members.

EDUCATION

  • Bachelor's degree in social work, psychology, or a closely related field required.
  • Master's degree in social work, counseling, or a closely related field preferred.
  • Must, at a minimum, meet SUPR Rule 2060 credential requirements for providing services without
    supervision:
    • Certification as a Certified Alcohol and Drug Counselor (CADC) from the Illinois Alcoholism and Other Drug Abuse Professional Certification Association (IODAPCA) OR
    • Licensed through the Illinois Department of Financial Professional Regulation (IDFPR) as a Licensed Professional Counselor (LPC) or Licensed Social Worker (LSW).
  • Dually credentialed in mental health and substance use treatment is preferred.

EXPERIENCE

  • Two (2) – Four (4) years clinical experience is required.
  • Leadership/Supervisory experience is preferred.
  • Experience working with persons diagnosed with behavioral health needs preferred.
  • Experience working in forensic settings preferred.

SKILLS/CERTIFICATIONS

  • Current and valid Driver’s License required and daily access to a car to travel between work sites.
  • Computer proficiency, including the ability to use email, navigate and enter notes into Electronic Health Records and working knowledge of pertinent software.
  • Strong interpersonal skills and knowledge of group dynamics.
