Position: Law Enforcement Analyst
Department: Elkton Police Department
Classification: Part Time / Non-Exempt (Employment is contingent on grant funding)
Grade: 6 ($23.11/hour to $31.20/hour depending on exp.)
NATURE OF WORK:
The Law Enforcement Analyst researches and analyzes criminal incidents to identify crime patterns and trends using existing and evolving technologies and products, including computer databases and information from internal and external sources and/or agencies, to identify areas where criminal activity may occur independently, and to create visual presentations, such as spreadsheets, maps, charts, graphs, and such reports as requested.
The Elkton Police Department uses the information provided by the Law Enforcement Analyst to formulate crime prevention strategies, devise solutions to improve public safety, support the effective deployment of law enforcement resources, and assist detectives and officers in identifying and apprehending suspects and closing cases by analyzing various data such as tactical (which is concerned with immediate and high-level threats such as robberies, burglaries, sexual assault, and theft), administrative (which concentrates on supplying the police leadership team with information about crime patterns and trends), strategic (which is focused on adequately deploying and utilizing law enforcement officers), and intelligence (which is focused on collecting information about a subject to predict future behavior and make operational decisions).
The Law Enforcement Analyst is a nonsworn employee who performs duties under the general supervision of the Criminal Investigation Section Sergeant. The Law Enforcement Analyst performs various clerical and technical duties and other related duties as required.
The employee must demonstrate high accuracy and attention to detail, organize work, set priorities, and be granted some latitude for exercising sound, independent judgment and initiative.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following is a list of typical duties assigned to the Law Enforcement Analyst. The responsibilities included in this list are examples and are not intended to be all-inclusive or restrictive.
  • Performs a variety of tactical, strategic, administrative, and/or intelligence analyses for the Department. Monitors local and regional crime trends. Monitors police activity, community complaints, crime trends, etc.
  • Conducts research and strategic crime analysis to identify crime patterns and trends of specific offense categories and/or at a county-wide and/or regional level. Extracts data from the Computer Aided Dispatch system and the Records Management System subsystems, such as arrests, warrants, collisions, field interviews, and case histories. Analyze data to identify trends and patterns in suspect characteristics, methods of operation, and spatial and temporal information.
  • Creates statistical reports by extracting, compiling, organizing, reviewing, and comparing data.
  • Communicates and reports statistical information, findings, and/or recommendations to Department leadership, personnel, and other law enforcement agencies.
  • Writes and distributes bulletins and alerts for police officers, other law enforcement agencies, and others who may be impacted within specified guidelines.
  • Assists leadership by planning, organizing, and conducting special crime and related statistical studies and projects to aid in future planning and decision-making.
  • Conducts and evaluates searches of databases and other information systems as requested to assist in locating suspects and victims and to identify stolen property.
  • Develops, prepares, and generates crime summaries, periodic statistical reports, spreadsheets, charts, maps, diagrams, graphs, and related materials to track, document, and present findings related to criminal activity, patterns, and trends; summarizes information and presents finding and overviews in various formats for a variety of audiences.
  • Prepares formal presentations and computer-generated maps to disseminate information and present data and findings to various audiences and groups.
  • Designs, develops, modifies, and maintains customized databases to track statistical information as necessary.
  • Assist leadership with administrative duties such as preparing periodic and annual reports.
  • Assist with the application and maintenance of grants.
  • Performs other related duties as assigned or required.
REQUIRED QUALIFICATIONS:
  • Associate's degree from an accredited college or university in criminal justice, or any equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities to perform the job's essential duties.
  • Ability to maintain confidentiality in all aspects of the position or associated activities.
  • Must possess a valid Maryland (or state of residence) Driver's License and have a safe driving record.
PREFERRED QUALIFICATIONS:
  • Bachelor's degree from an accredited college or university with coursework in statistics and/or research methodology.
  • Experience in statistical analysis, research, and summarizing sound conclusions in verbal and written formats in a law enforcement or law enforcement-supporting setting.
  • Experience developing methods and procedures for the collection and evaluation of data.
  • Prior professional experience as a crime analyst, related law enforcement background, investigative experience, or prior military intelligence/analyst experience.
  • Prior experience using geographic information systems (GIS).
KNOWLEDGE, SKILLS, ABILITIES:
  • The operations rules, regulations, and procedures related to a law enforcement agency and the operations, practices, and information management systems.
  • City, County, State, and Federal laws, regulations, court decisions, and issues related to police work and the skill required to apply this knowledge to various criminal analysis cases.
  • Law Enforcement Analyst and criminal investigation principles, techniques, and procedures.
  • Investigative research, intelligence/data collection methods and techniques, and statistical and analytical principles, techniques, and procedures.
  • The methods and techniques of fact-finding, analysis, and resolution of problems.
  • Computer operations and relational database structures file management and spreadsheet applications.
  • Internet research methods including but are not limited to search engines, newsgroups, and list serves.
  • Understanding of criminal behavior.
  • Critical thinking skills.
  • Research, compile data, prepare technical reports to determine crime trends, patterns, series, and predictions, and draw sound conclusions.
  • Extracting pertinent information from law enforcement reports and databases, manipulating data sources using crime analysis software, GIS mapping software, law enforcement and intelligence databases, statistical analysis systems, and other applications.
  • Apply methods and techniques of fact-finding, analysis, and resolution of problems to identify trends and patterns in statistical information, problem-solve, generate recommendations, and assess and predict the characteristics of criminal groups or criminal operations using data from various sources.
  • Communicate orally and in writing to exchange and/or present information to law enforcement and various audiences.
  • The use of standard office equipment and information technology tools including a computer using applications appropriate to assigned duties and responsibilities, including but not limited to Microsoft Office Suite, CAD, GIS, regional crime databases, LInX, or similar applications and databases.
  • Create reports, spreadsheets, graphs, charts, maps, and tables.
  • Develop and recommend improvements in procedures from data studies and lessons learned.
  • Apply logic and sound judgment in assessing and predicting characteristics of criminal groups or criminal operations using data from various sources.
  • Learn operating and emerging technologies/software related to crime and intelligence analysis.
  • Establish and maintain effective working relationships with others.
CERTIFICATES, LICENSES AND REGISTRATIONS:
  • Obtain and maintain CJIS Certification, LINX, J-Portal within six months
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
  • The employee is regularly required to sit (including at a computer screen), walk, and stand for extended periods and frequently bend, kneel, crouch, twist, squat, stoop, push, pull, and reach with hands and arms.
  • Work requires grasping, feeling, fingering, repetitive hand movement, and fine coordination using a computer keyboard and operating standard office equipment.
  • The employee must occasionally lift, carry, and/or move objects or materials weighing up to 20 pounds while performing daily office activities.
  • Vocal communication is required for expressing or exchanging ideas through spoken word and for conveying detailed or important instructions to others accurately, loudly, or quickly, both in person and by telephone.
  • Hearing is required with or without correction to perceive information at normal spoken word levels and to receive detailed information through oral communications, both in person and by telephone.
  • Visual acuity is required, with or without correction, for close vision, depth perception, color perception, peripheral vision, the ability to adjust focus, preparing and analyzing written or computer data, visual inspection of documents and statistical data, operation of machines and equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
