Job Description Summary
This position reports directly to the Vice President for Public Safety. Under the administrative direction of the Vice President for Public Safety, the Director of
Finance and Administration serves as Senior Business Officer for the Division of Public Safety and as a member of the Core Management Team which provides
advice to the Vice President for Public Safety. This position is responsible for operations including budgeting, purchasing, human resources, building operations,
management information, payroll, and facilities planning. This position supervises the Division s Finance Department and provides financial analysis of
general / operating funds and grant funds for the Division. In addition, this position manages financial closing of the fiscal year for the Division; prepares financial
reports to external parties, oversees all procurement for compliance with Division and University policies and procedures, manages monthly reconciliation of Penn s
security partner s contractual cost to BEN financials revenue and expenses, manages revenue received under various Memoranda of Understanding, recommends
savings initiatives to the Vice President, and acts as liaison with HR and participates in the recruitment and hiring process, salary planning and administration, and

Job Description
Job Responsibilities
- Directs and manages the department / centers' financial operations. Prepares, manages, and controls budgets and monitors expenditures. Manages and administers grants and contracts for assigned areas. Exercises resource stewardship to ensure compliance with related policies and procedures
- Supervises, trains and develops assigned staff. Coordinates activities of staff. Acts as liaison with HR and participates in the recruitment and hiring process, salary planning and administration, and other HR issues for the Division.
- Determines frequency and format / design requirements for essential management reports such as annual reports, financial statements, and other required reports.
- Utilizes and designs systems that allow for the optimal use of resources (people, technology, policies, and procedures) in performing financial and administrative duties.
- Interacts with and represents the Division at meetings and in various forums throughout the University and to external funding sources, agencies, etc. Interacts with other University offices, faculty, students, external groups, etc., regarding questions / problems.
- Manage complex projects and work in an integrated team environment.
- Reports known or suspected irregularities to the Vice President for Public Safety, Comptroller, Treasurer, and VP of Audit and Compliance.
- Other duties and responsibilities as assigned.
