Job Description Summary
The UACS Data Associate will be tasked with coordinating the day-to-day operations for data collection and data entry across several Netter Center programs, performing manual and
scanned database entry, manual data audits and extractions, conducting analyses of data for grant and center reporting, monitoring timelines, and supervising a team of student workers. The position will entail other administrative responsibilities and participation in regular meetings. The qualified candidate will have experience with data entry and extraction, an understanding of basic evaluation methods, and familiarity with Netter Center programming and funding. The UACS Data Associate will also monitor data for trends and report to the UACS staff team to address areas of modification in program and evaluation plans. This position will interact directly with program students and adult family / caregivers to ensure data entry accuracy and timeliness of data collection processes. The position reports to the UACS Evaluation and Research Coordinator.
Job Description
Founded in 1992, the Barbara and Edward Netter Center for Community Partnerships is the University's primary vehicle for advancing civic and community engagement at Penn. It brings together the resources and assets of both the University and the wider community to help solve universal problems such as poverty, health inequities, environmental sustainability, and inadequate, unequal education as they are manifested in the University's local geographic area of West Philadelphia and Philadelphia at large. The Netter Center develops and helps implement democratic, mutually transformative, place-based partnerships between Penn and West Philadelphia that advance research, teaching, learning, practice, and service and improve the quality of life on campus and in the community. The Netter Center works with and serves as a model for other higher education institutions across the United States and around the world. The Netter Center's university-assisted community schools (UACS) is a strategy to educate, engage, empower, and serve all members of the community in which the school is located and engage students (K-16 ) in real world, community problem solving.
Job Duties / Responsibilities :
UACS Student and Participant Enrollment :
Review UACS student enrollment applications meticulously to ensure all necessary participant demographic data and consent information is accurately collected. Collaborate with site-based staff to contact families to follow up and gather missing documentation. Initiate communication with families whose enrollment applications are incomplete, gathering necessary information to finalize applications before participant enrollment.
UACS Family / Caregiver Communication :
Meet in person with caregivers / adult family members to review the enrollment process. Collaborate closely with the Site Coordinator to establish definitive start dates for families once their enrollment applications are satisfactorily completed.
UACS Data Entry Process Implementation (Data Collection, Management, Organization) :
Thoroughly manage and maintain the enrollment, participation and attendance data entry within the database, guaranteeing that demographic information and consent records are consistently up to date. Enter program student participant attendance on program days daily Monday through Friday no later than 8pm. Understand and regularly use 21CCLC Dashboard, CitySpan, STAR and PEARS data management systems.
UACS Team Support & Evaluation :
Run data systems reports on programming factors such as student attendance in (CitySpan, StarTracks etc.), meet with UACS staff to review reports and plans to improve data indicators, data collection etc if necessary.
Compliance :
Ensure compliance and monitor local, state and federal reporting / data entry guidelines for the SNAP-Ed and other grant-funded programs. Monitor funder deliverables and create an internal timeline for staff implementation. Maintain key data interfaces in collaboration with the state led evaluation team. Oversee data quality control by reviewing reports and ensuring data accuracy in conjunction with state level reporting agencies. Supervise Penn students to support evaluation.

Qualifications :
High School Grad / GE Degree, and 5 to 7 years of experience or equivalent combination of education and experience is required. Bachelors degree and 1-2 years of work experience or equivalent combination of education and experience is preferred. A minimum of 1-2 years of work experience with data collection and K-12 youth development programming is required. Experience with working in The School District of Philadelphia, urban settings and diverse student populations, ability to be flexible and work on a team, ability to work independently and meet deadlines, excellent interpersonal, organization and communication skills and punctual and regular attendance are preferred. The UACS Data Associate must be able to be active with and effectively communicate with and engage UACS program staff, youth and caregivers and have knowledge of online data entry (CitySpan, STAR, N-PEARS, 21CCLC Dashboard, RedCap, Qualtrics) and MS Excel and GoogleDoc.
Completion and passing of funder-required compliance documentation and all Federal and State background checks / clearances is required. You may be required to renew your clearances, before beginning work. Clearances include :

- National Sex Offender Registry (NSOR)
- Mandated Reporter
- Act 168 Completion
