DEFINITION:
The Strategic Intelligence Manager plays a critical role in enhancing the Police Department's ability to proactively identify and address crime trends and public safety concerns. This position is responsible for managing the department's strategic intelligence operations. The Strategic Intelligence Manager leverages data analysis and intelligence tools to identify emerging crime trends, forecast future criminal activity, and assess potential threats to the community. Additionally, the Strategic Intelligence Manager serves as the department's RMS (Records Management System) and CAD (Computer-Aided Dispatch) software administrator, ensuring optimal functionality and data accuracy across these critical systems. This position serves as a key advisor to law enforcement leadership, providing evidence-based recommendations to inform policies, allocate resources, and develop long-term strategies for crime prevention. Additionally, the role requires fostering collaboration with other agencies and stakeholders to ensure coordinated efforts in addressing complex public safety challenges.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Deputy Chief of Support Services. Exercises direct supervision over the Crime Analyst and Records Supervisor, including their respective staff.

- Data Integration and Operational Efficiency:
- Bridge the work of the Crime Analyst and Records Unit to ensure accurate and timely data flow between these functions.
- Ensure crime analysis and records data are seamlessly integrated to support efficient decision-making, resource deployment, and investigative operations.
- Facilitate communication and collaboration between crime analyst and records personnel to identify data gaps and address inconsistencies.
- Data Accuracy and Quality Assurance:
- Oversee the accuracy, completeness, and integrity of crime data, ensuring compliance with local, state, and federal reporting standards.
- Implement quality control processes to review data entry, crime reports, and records for errors or inconsistencies.
- Establish protocols to maintain data security and confidentiality, aligning with regulatory and departmental policies.
- Strategic Crime Analysis:
- Analyze crime data to identify patterns, trends, and emerging threats that could impact public safety.
- Develop and distribute actionable intelligence reports to support proactive policing strategies and resource allocation.
- Oversee the Crime Analyst in producing visual data representations, including maps, charts, and dashboards.
- RMS/CAD Software Administration:
- Serve as the department's RMS/CAD software administrator, ensuring the systems are fully operational, regularly updated, and aligned with the department's needs.
- Provide ongoing technical support and troubleshooting for RMS/CAD users, including law enforcement personnel, crime analysts, and records staff.
- Manage user access, permissions, and training for RMS/CAD systems to maintain security and proper usage.
- Ensure compliance with local, state, and federal requirements for RMS/CAD data reporting and retention.
- Identify opportunities for system enhancements or additional features to improve operational efficiency and data quality.
- Trend Forecasting and Threat Assessment:
- Predict future crime hotspots and evaluate potential risks, enabling the department to proactively address vulnerabilities.
- Conduct threat assessments for major events or high-risk scenarios to inform operational planning.
- LPR and Crime Intelligence Software Administration:
- Administer the License Plate Reader (LPR) system and other crime intelligence software, ensuring they are fully operational, secure, and compliant with legal and regulatory requirements
- Oversee system integration, data accuracy, and compliance audits for LPR and crime intelligence tools, while maintaining alignment with departmental goals.
- Provide training, technical support, and user resources to department personnel for effective use of LPR systems and other crime intelligence software.
- Collaborate with vendors and IT staff for system upgrades, troubleshooting, and implementing enhancements, while safeguarding sensitive data and ensuring optimal performance
- Identify software/technology the department can utilize to enhance efficiency.
- Operational Planning and Decision Support:
- Provide law enforcement leadership with data-driven recommendations to optimize patrol strategies, investigations, and resource allocation.
- Contribute to the development of department policies, ensuring they are informed by evidence-based insights.
- Supervision and Leadership:
- Direct, mentor, and evaluate the performance of the Crime Analyst and Records Supervisor, fostering professional growth and team development.
- Oversee training initiatives to enhance staff proficiency in intelligence tools, records management systems, and data analysis methods.
- Collaboration and Inter-agency Coordination:
- Coordinate with local, state, and federal agencies to share intelligence and develop joint strategies for combating crime.
- Build partnerships with community organizations and stakeholders to support data driven crime prevention initiatives.
- Program Development and Management:
- Develop and implement programs to enhance the department's strategic intelligence capabilities.
- Monitor the effectiveness of crime analysis and records functions, recommending improvements to processes and systems.

- Prepare detailed reports, presentations, and dashboards summarizing key intelligence findings for leadership and stakeholders.

QUALIFICATIONS
Knowledge of:
- Advanced principles of crime analysis, data interpretation, and strategic intelligence
- RMS and CAD systems, including administration, troubleshooting, and compliance with regulatory requirements.
- Records management systems and standards for data accuracy and retention.
- Geographic Information Systems (GIS), intelligence software, and data visualization tools
- Methods for evaluating criminal behavior and forecasting crime trends.
- Principles of management, supervision, and employee development.
- Collaborative practices for inter-agency intelligence sharing.
Ability to:
- Serve as a technical expert and administrator for RMS/CAD systems

Experience and Training Guidelines:
Experience: Minimum of five years of experience in intelligence analysis, crime analysis, or RMS/CAD administration, with at least two years in a supervisory or management role.
AND
Education: Possession of a Bachelor's Degree in Criminal Justice, Intelligence Studies, Data Analytics, or a related field.
WORKING CONDITIONS:
- Work is performed in an office environment with occasional field work
- This position may require occasional evening or weekend hours for emergency responses or community events.
- Some travel may be necessary to attend training or inter-agency meetings
