The principal function of an employee in this class is to perform a variety of basic physical labor in the installation and distribution of water service assigned. The work is performed under the direction and supervision of the Distribution Superintendent, but some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Distribution Superintendent, other Water Board employees and the general public. The principal duties of this class are performed in an outdoor environment, in a variety of weather conditions.

Examples of Essential Work (Illustrative Only)


· Provides maintenance and repair of water meters, to include fixing meter leaks, replacing faulty meters, and lowering meter boxes;

· Connects and disconnects water services;

· Operates a variety of Water Board vehicles and related equipment, including tapping machine, boring machine, jack hammer, and others;

· Provides assistance to meter readers as requested and reads water meters as needed;

· Performs general maintenance of vehicles and related equipment, including washing them as needed;

· Performs custodial duties around the shop and office as required;

· Provides needed information and demonstrates certain work tasks to new employees in the same or similar class of positions;

· Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and makes suggestions for new or improved ways of addressing such problems;

· Attends meetings, conferences, workshops and training sessions and reviews publications and audiovisual materials to remain current on the principles, practices and new developments in assigned work areas;

· Responds to citizens’ questions and comments in a courteous and timely manner;

· Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

· Performs other directly related duties consistent with the role and function of the classification.


Essential Knowledge, Skills and Abilities


· Some knowledge of the operation of the methods, materials, practices, and equipment employed in water construction, distribution, service and repair;

· Some knowledge of meter reading, service, and repair;

· Ability to efficiently access meters and perform repair and service duties;

· Ability to interpret instruction manuals, work orders, numbers on meters and follow written directions;

· Ability to efficiently operate a two-way radio;

· Ability to communicate effectively with others, both orally and in writing, using both technical and nontechnical language;

· Ability to understand and follow oral and/or written policies, procedures and instructions;

· Ability to prepare and present accurate and reliable reports containing findings and recommendations;

· Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;

· Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

· Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

· Ability and willingness to quickly learn and use new skills and knowledge due to rapidly changing information and/or technology;

· Integrity, ingenuity and inventiveness in the performance of assigned tasks.

EDUCATION and/or EXPERIENCE

· High school diploma or general education degree (GED);

· Some experience in the maintenance or repair of meters; or

· Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

LANGUAGE SKILLS

· Ability to read and comprehend simple instructions, short correspondence, and memos.

· Ability to write simple correspondence.

MATHEMATICAL SKILLS

· Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

· Ability to compute rate, ratio, and percent.

REASONING ABILITY

· Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

· Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATIONS, LICENSES, REGISTRATIONS

· Valid Driver’s License and CDL

ESSENTIAL PHYSICAL/MENTAL DEMANDS

· Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, to enable the employee to communicate effectively;

· Sufficient vision or other powers of observation, with or without reasonable accommodation, to enable the employee to efficiently operate required equipment and vehicles;

· Sufficient manual dexterity with or without reasonable accommodation, to enable the employee to efficiently repair and service meters;

· Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, to enable the employee to lift or carry heavy objects weighing 50 to 100 lbs., and to access water meters in a variety of terrains and locations.

· While performing the duties of this job, the employee is frequently required to read, understand, and apply written and spoken directions; write; count accurately; use basic math (addition and subtraction.); and identify defective part or machine malfunction and report to supervisor.
