REPORTS TO: Program Director
JOB OVERVIEW:
STATEMENT OF PURPOSE: The purpose of the Parent Educator position is to provide services and activities in accordance with Parents as Teachers (PAT) guidelines to develop positive and enduring relationships with families parenting young children.
SCOPE OF RESPONSIBILITY: Parent Educators will ensure families receive consistent research-based, evidence-informed services and that parents are empowered to use the information to create safe and nurturing environments for their children.
ESSENTIAL FUCTIONS:
- Utilizes Parents as Teachers (PAT) evidence-based curricula to conduct personal visits with expectant parents/parents with infants and young children.
- Ensures PAT Essential Requirements for client service delivery are adhered to – see attached.
- Maintains a caseload of up to 20-30 active clients (*subject to change based on PAT guidelines and contractual funder requirements) *Current PAT guidelines maximum 30 active cases regardless of funder
- Meets PAT productivity standards – maximum 40 visits/month during year 1 and no more than 60 visits/month thereafter
- Completes and submits personal visit notes within 3 business days utilizing the organization’s electronic health record system (SFDB/Penelope).
- Identifies and communicates obstacles preventing families from connecting with the program and/or referral services.
- Facilitates Group Connection events and Car Seat Safety workshops.
- Actively participates in reflective supervision and monthly staff meetings.
- Participates in Parent Enrichment Program Outreach Activities (cold-calling, mailers and community events) as needed to maintain caseload capacity and Scope of Work
- Attends community meetings to develop and maintain community relationships that support client referrals.
- Actively engages in professional development to meet organization and contract competency requirements and maintains annual certifications.
- Essential Functions might change depending on contractual obligations.
- Other duties as assigned.
QUALIFICATIONS:
Required
- Minimum of a high school diploma and 2 years’ previous supervised work experience with young children and/or parents.
- Must be certified by the PAT National Center annually after completing competency-based professional development – provided at no-cost by the agency.
- Must demonstrate effective communication and interpersonal skills (engaging, empathic, non-judgmental, patient, tactful), characteristics considered essential for mastering the program’s core competency areas (increase parent knowledge of early childhood development and improve positive parenting practices, provide early detection of developmental delays and connection to services, improve parent, child and family health and well-being, prevent child abuse and neglect, increase children’s school readiness and success, improve family economic well-being, strengthen community capacity and connectedness).

CONDITIONS OF EMPLOYMENT:
- Occasional evenings and weekends required.
- Tuesday – Saturday shift preferred.
- Must have verification of T.B. clearance at the time of employment, to be renewed every year (every 2 years for chest x-rays).
- Employee may be asked to participate in cross-training programs or pursue additional education or training when it is determined to be in the best interest of the organization. Employee must maintain annual certifications.
MANDATORY TRAINING:
- Attend PAT Model Foundational training.
- Must maintain Infant Massage certification annually
- Must maintain Child Passenger Safety Technician (CPST) certification biennially after completing and passing the CPS Certification course
- Must maintain Lactation Education Counselor Certification after successfully passing the course and complete the Lactation Education Refresher Course three years after the date of completing the Lactation Education Counselor Course

WORKING CONDITIONS:
- Work is performed in a normal office setting, client’s homes and the community.
- Noise level is moderate with occasional loud outbursts.
- This is a field-based position and requires 80% driving. Must possess a current and valid driver's license and auto insurance coverage during employment.
PHYSICAL DEMANDS:
- Constantly converses with colleagues and clients.
- Must be able to remain in a stationary position 50% of the time.
- Occasionally moves about inside of the office to access office machinery, supplies, etc.
- Constantly operates a computer and other office machinery, (i.e., printer/copier and calculator).
- Frequently operates own motor vehicle to travel between offices, client homes and the community (mileage to be reimbursed).
- Frequently needs to position self to effectively interact with children of lesser stature (such as: sitting for extended periods, kneeling, and stooping.)
- Occasionally transports materials (supplies, toys, books, etc.) weighing up to 50 pounds for Group Connections, parent-child activities and parent engagement supplies.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
