Description

Summary of Duties: Plans, promotes, organizes, and administers aquatic programs, services, and facilities. Assists in providing general oversight of the aquatics division including direct management of special and capital projects.

Essential Employee Responsibilities: During emergency conditions, subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

Essential Duties and Responsibilities:

(Proposed Time Split = Operations 30%, Programs 30%, Lifeguarding 30%, Others 10%)

General Duties:

  • Provide customer service and resolve any participant instruction and program related issues. 
  • Exercise judgment, decisiveness, initiative and discretion related to aquatic programs, services, and facilities.
  • Ensures programs and facilities meet identified cost recovery goals as applicable to Aquatics and Recreation.
  • Motivate a team of staff, complete multiple tasks, be detail oriented, and work well under pressure.
  • Work independently of direct supervision and establish and maintain effective working relationships with other employees, program participants, instructors (contractor and/or employee) and collaborative partners.
  • Develop and maintain statistical data and monthly, quarterly, and annual reports for departmental use.
  • Assist in the creation of the annual business plan to include departmental goals and initiatives.
  • Review and update aquatic programs and lifeguarding training standards, policies, and procedures in collaboration with the Aquatics Superintendent.
  • Assist in the preparation of the Aquatics section of the annual budget and assist in monitoring this section of the budget and plan.
  • Prepare timecards and payroll reports for all employees under supervision.
  • Interview and select new employees for vacant positions within the department.
  • Supervise, inspect, and monitor aquatic facility contractors whether related to contracted instruction for aquatic programs, construction and capital projects at aquatic facilities, or general park maintenance such as landscaping and forestry.
  • Inspect and analyze work methods, levels of productivity, and contract standards and institute improvements for greater efficiency, economy, and quality, maintain records and make reports.
  • This position is to be included in the on-call rotation for the Parks and Recreation Department and emergency response team.
  • Must be available to assist with weekend and evening work demands in accordance with the established pool and splashpad schedules such as responding to off-hours pool medical, mechanical, or operational emergencies.
  • Assist with various Township-sponsored events including work on certain holidays such as Memorial Day, Labor Day, and July 4th events, and annual open water swim day, CB&I Triathlon, 10 for Texas, and Muddy Trails as well as Ironman Texas North American Championship swim course.

Aquatic Programming/Lifeguarding:

  • Assist with maintaining the Active Net System, including working with the Help Center to diagnose and resolve issues in conjunction with the Aquatics Superintendent. 
  • Verify cash reports, submit invoices, and check requests and manage delinquent accounts.
  • Develop programs, events, and services through the study and analysis of community’s aquatic needs and resources.
  • Assist in the preparation of the Action Guide and other Departmental marketing and advertising materials.
  • Assist in the development of advanced pre-season training programs for both Lifeguarding and Programs staff.

Aquatic Operations:

  • Inspect the pools, spraygrounds, parks, and common areas and recommend improvements.
  • Plan, schedule, and assist in supervision of all aquatic facility-related construction and improvement operations.
  • Assist in the preparation of specifications for the purchase of aquatic equipment, materials, and supplies.
  • Train subordinates in the technical aspects of pool construction and pool maintenance standards.
  • Observe and enforce safety precautions and safety rules and regulations; require safe working procedures by subordinates; maintain work areas in a clean, safe, and orderly condition; operate maintenance equipment as required. Participate in emergency response activities.
  • Maintain working knowledge and familiarity with the Texas Department of Health’s “Standards for Swimming Pools and Spas” including supplemental sections, as well as the Model Aquatic Health Code, or MAHC.
  • Perform other duties as assigned.

Supervisory Responsibilities: Directly supervise three employees to include the Lifeguard Coordinator, Program Coordinator and Pool Technician Foreman. Indirectly supervise up to ten employees in the Aquatics Division. Fulfill supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed.

Work performed by those being supervised is semi-complex.

Safety-Sensitive: This position is a safety sensitive position and is subject to random drug testing.

Qualifications


Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education: Bachelor’s Degree in Recreation, Physical Education, or related field.

Experience: Three (3) years of related experience and/or training; or equivalent combination of education and experience.

Licenses and Certifications:

  • Must possess a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
  • American Red Cross Certified Water Safety Instructor Trainer (WSIT) and Lifeguard Instructor Trainer (LGIT) preferred.
  • Must possess or obtain a valid Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification within first ninety (90) days of employment.
  • Must possess or obtain valid American Red Cross Lifeguard Instructor (LGI) and/or Water Safety Instructor (WSI) certification within the first ninety (90) days of employment.
  • CPRP preferred.
