Summary of Duties: This position reports to the Recreation Superintendent and under general direction, plans, promotes, organizes and administers recreation programs, services and facilities. Assists in providing general oversight of the recreation division including direct management of a Recreation Center(s).
Essential Employee Responsibilities: During emergency conditions, subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
Essential Duties and Responsibilities:
- Provide customer service and resolve any participant instruction and program related issues.
- Exercise judgment, decisiveness, initiative and discretion related to recreation programs, services and facilities.
- Assist with maintaining the Active Net System, including working with the help center to diagnose and resolve issues in conjunction with the Recreation Superintendent.
- Verify cash reports, submit invoices and check requests and manage delinquent accounts.
- Develop programs, events and services through the study and analysis of community’s recreational needs and resources.
- Ensures programs and facilities meet identified cost recovery goals
- Motivate a team of staff, complete multiple tasks, be detail oriented, and work well under pressure.
- Work independently of direct supervision and establish and maintain effective working relationships with other employees, program participants, instructors (contractor and/or employee) and collaborative partners.
- Develop and maintain statistical data and monthly, quarterly, and annual reports for departmental use.
- Review and update recreation center/activity center standards, policies, and procedures in collaboration with the Recreation Superintendent.
- Assist in the preparation of the Action Guide and other Departmental marketing and advertising materials.
- Assist in the preparation of the Recreation section of the annual budget and assist in monitoring this section of the budget and plan.
- Assist in the oversight and operations of the full Recreation Division including but not limited to the Bear Branch Recreation Center, Rob Fleming Recreation Center, Texas TreeVentures, Boat House operations, and the Woodlands Ice Rink.
- Prepare timecards and payroll reports for all employees under supervision.
- Assist in the preparation of specifications for the purchase of equipment, materials, and supplies.
- Interview and select new employees.
- Inspect and analyze work methods, levels of productivity, contract standards, and institute improvements for greater efficiency, economy, and quality, maintain records and make reports.
- Supervise, inspect and monitor recreation contractors.
- This position is to be included in the on-call rotation for the Parks and Recreation Department and emergency response team.
- Perform other duties as assigned.
Supervisory Responsibilities: Directly supervises approximately 8-10 employees in the Recreation Division. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. Work performed by those being supervised is semi-complex.

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outside weather conditions. The employee is frequently exposed to high, precarious places. The employee is occasionally exposed to the risk of electrical shock.

Qualifications
Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education: Bachelor’s Degree in Recreation, Physical Education or related field.
Experience: Three (3) years of related experience and/or training or equivalent combination of education and experience.
Licenses and Certifications:
- Must possess a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
- Certified Parks and Recreation Professional.
- First Aid/CPR Instructor Certification.
