(Pay Range: $150,000 - $160,000 DOE)


Purpose of Position: This role is responsible for driving strategic initiatives, ensuring alignment with business objectives, and managing a team of Business Analysts and Project Managers to enhance operational efficiency and program and project success.

Responsibilities include leading requirements gathering, program and project planning and oversight, coordination with IT, stakeholder engagement, program and project status reporting, schedule development, and risk and issue management on small to large-scale programs and projects.


Responsibilities also include driving continuous improvement of PMD processes and maintaining clear communications and awareness across Business and IT Teams.

Supervise the performance of a team and the operational efficiency of a department.


Essential Functions:

  • Oversee and manage multiple projects, ensuring successful execution within scope, timeline, and budget.
  • Lead and mentor a team of Project Managers and Business Analysts, driving efficiency and continuous improvement in program and project management and business analysis processes.
  • Provide leadership and guidance in implementing best practices and methodologies in program and project management and business analysis.
  • Utilize project management tools and software to track progress, monitor performance, and provide reporting to senior leadership.
  • Develop and maintain program and project governance frameworks, policies, and standards.
  • Participate in team building and the pursuit of a culture of excellence within the department.
  • Provide direct supervision for staff, communicate clear expectations, and provide training, constructive feedback, and recognition when appropriate. Engage in career development discussions and ensure adequate training resources are available.
  • Ensure program and project management plans are well-defined and documented in alignment with Program and Project Management best practices and methodology.
  • Ensure business requirements and test cases are well defined and documented in alignment with Business Analysis best practices and methodology.
  • Analyze resource capacity, forecasting, planning, and task management of the team members, and keep management apprised of resource challenges, bottlenecks, etc.
  • Manage, document, and evaluate staff performance. Establish individual goals and development plans for direct reports in alignment with departmental goals through the use of company tools for performance management; conduct performance reviews.
  • Assist the management team in the hiring and onboarding process, as required.
  • Foster strong stakeholder relationships and collaborative partnerships across departments and teams.
  • Seek to proactively identify process improvement and efficiency enhancement opportunities.
  • Enhance current job knowledge by participating in educational opportunities, reading professional publications, participating in professional organization meet-ups, etc.
  • Create and maintain project schedules by developing project plans and specifications, estimating time and resources, monitoring milestone completion, tracking all phases of the project lifecycle, providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
  • Demonstrate high-level knowledge of all normal, daily tasks of the unit/department.
  • Answer questions from team members on the overall operations of the department.
  • Delegate work as needed to ensure even distribution of the workload amongst the team.
  • Proactively and continually look for ways to improve the efficiency, productivity, and profitability of the department.
  • Develop, plan, and implement new processes or procedures.
  • Ensure the complete and thorough training and coaching of team members to support the successful completion of their tasks.
  • Establish, support, and foster a positive work environment where ideas and concerns can be openly discussed.
  • Address performance issues, including time and attendance, with employees. Follow progressive discipline process where needed, including the writing of Warnings.
  • Make decisions on hiring and firings.
  • Manage the staffing processes, including overseeing the entering of requisitions, interviewing candidates, promotions, demotions, etc.
  • Manage department budget for all controllable expenses.
  • On-site or remote regular attendance and punctuality are essential functions of the job.

  • Proficient in Microsoft Office Suite and Products (Outlook, Teams, Excel, Word, PowerPoint, Visio, SharePoint).
  • Experience with MS-Project or other project management software tools.
  • Experience using Azure DevOps Server or similar tools for SDLC tracking preferred.
  • Experience with Requirement Management Software preferred (e.g., JAMA, JIRA, Caliber).
  • Ability to direct the work of others to ensure all essential functions of the department are being met.
  • Knowledge of Orion, Pegasus, proprietary software.
  • Proficient in Microsoft Office programs, including Word, Excel, PowerPoint, and Outlook.
  • Strong knowledge of employment and labor laws.
  • Skills necessary to guide, mentor, and supervise staff


Educational Requirements:

  • High School Diploma or equivalent required.
  • Bachelor’s degree or equivalent certifications in Business, Project Management, MIS, or related field.
  • PMP, PGMP, or other relevant certifications preferred.
  • Six plus (6 ) years’ minimum in a supervisory role overseeing Business Analysts and/or Project Managers.
  • Experience working within a PMO or exposure to PMO best practices.
  • Proven experience in managing and mentoring Business Analysts and cross-functional teams.
  • Health Care industry experience preferred.
  • Experience with tracking projects combining a waterfall approach with an Agile delivery model.


Physical Requirements: Must be able to sit for extended periods of time and occasional standing and walking. Must have adequate hearing for phone work. Vision requirements include close vision and the ability to adjust focus. Must be able to communicate effectively in English. Must be able to use a keyboard and other office equipment. Ability to lift up to 10 pounds occasionally
