ABOUT THE ORGANIZATION

At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision established the Fund for responding to Loss and Damage (FRLD) to assist developing countries vulnerable to the economic and non-economic impacts of climate change, including extreme weather and slow onset events.

At COP28 and CMA5, the COP / CMA formally approved the Fund’s Governing Instrument, designating it as part of the UNFCCC’s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the Fund’s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fund’s secretariat (Secretariat). The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP / CMA’s stipulations.

The Secretariat, hosted by the World Bank in Washington, D.C., and led by the Executive Director (ED), coordinates the Fund’s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), manages institutional relations with the Fund’s stakeholders, and drives thought leadership to deliver the Board’s vision and policies.

At the 4th Board meeting in Manila, Philippines, the Board endorsed and approved the Secretariat’s proposal to recruit a Deputy Executive Director (Deputy ED) to assist the ED in leading the Fund's mandate, in line with Board’s strategic directions, and to ensure the efficient and effective day-to-day operations of the Secretariat under the ED's oversight and leadership.

GENERAL DESCRIPTION AND HIRING UNIT

These terms of reference outline the key responsibilities and qualifications for the deputy ed position at the secretariat. The deputy ed will report to the ed, collaborate with secretariat staff and the board, and engage with external stakeholders, including governments, multilateral development banks, un agencies, climate funds, donor agencies, and civil society.

Extensive knowledge and experience in financial management and climate change, particularly regarding economic and non-economic loss and damage, extreme weather events, slow onset events, and their interrelationships with development and finance, is essential.

RESPONSIBILITIES

Strategic Leadership and Management Oversight

  • Support the ED promoting coherence and complementarity between the Fund and other existing funding arrangements for responding to loss and damage.
  • Provide leadership in the operationalization of the Fund’s work program and project cycles, ensuring that the secretariat supports the Board in its day-to-day operations, including operational and access modalities, financial instruments, and funding structures.
  • Assist the ED in leading efforts to develop and implement the Fund’s work program and resource mobilization strategy and plan, ensuring sustained funding for the Fund’s activities.

Governance, Work Programming, and Budget Administration

  • Support the Secretariat’s efforts to assist the Board in fulfilling its roles and functions, including the preparation and organization of Board meetings and its subcommittees.
  • Oversee the preparation of the Fund’s annual work program and the administrative budget, in consultation with the Board’s budget subcommittee, and their execution.
  • Collaborate with the World Bank as Secretariat Host and Trustee to ensure compliance with the World Bank Group policies and procedures in effective financial management and operational efficiency of the Fund’s programs and resources.
  • Monitoring, Evaluation, and Reporting

  • Oversee and provide strategic guidance on the monitoring, evaluation, and reporting of the Fund's activities and resource use, ensuring effective tracking of progress, impact, and financial accountability, while integrating it into core programming to enhance system management, reporting metrics, and alignment with the Fund’s objectives.
  • Promote knowledge sharing and capacity building among stakeholders to enhance regional resilience to loss and damage, fostering innovation and supporting research on new approaches.
  • External Relations and Stakeholder Management

  • Support the ED in forging strategic partnerships between Fund’s activities and those of other funding arrangements within the international financial, climate, humanitarian, disaster risk reduction, and development sectors, including the Santiago Network, and vertical climate fund organizations (e.g., GCF, GEF, AF, CIF).
  • Assist the ED in cultivating and strengthening external relationships and partnerships with global, regional, and national institutions addressing loss and damage, ensuring synergies between the Fund’s activities and other relevant sources, funds, and initiatives, and actively participating in high-level forums.
  • Human Resources Management

  • Assist the ED in managing Secretariat organizational matters, including workforce planning, recruitment, training, onboarding, and performance assessments, to foster inclusivity, talent development, well-being, and accountability in alignment with the Fund’s objectives.
  • Oversee staff and consultant recruitment, ensuring transparent, merit-based processes that promote geographical and gender balance, in line with the Board-approved organizational structure and budget, and applicable World Bank policies and procedure
  • PROFESSIONAL EXPERIENCES / QUALIFICATIONS

    The successful candidate should be recognized and respected widely through their intellectual leadership, sound reputation and proven track record as a problem-solver, and accomplishments.

    The ideal candidate will possess as many of the following professional and personal characteristics as possible :

    Education and experience

  • Master’s degree in finance, business, economics, international relations, public affairs, climate, or a relevant field.
  • At least 15 years of relevant experience, including work with developing countries and institutions funding climate change activities or responding to loss and damage, with a focus on managing climate finance, adaptation, resilience, or disaster risk management programs.
  • Extensive knowledge of financial mechanisms, fund management, and resource mobilization in climate adaptation, and loss and damage.
  • Technical and Leadership Skills

  • Proven track record in strategic planning, policy implementation, and managing large, complex portfolios.
  • Experience working with multilateral organizations and development banks, bilateral development agencies and international climate frameworks (e.g., UNFCCC, UNDRR).
  • Strong leadership and management skills, particularly in recruiting, developing, and mentoring high-performing teams.
  • Additional Skills

  • Excellent communication skills, both oral and written (fluent in English; additional languages desirable).
  • Strong experience in performance optimization, budgeting, project management, and resource allocation.
  • Experience in managing and fostering multicultural teams and building partnerships across various sectors.
